Low literacy rates and poor access to formal education are among the issues that Ethiopia has tried to in the past decade through: (a) ETP: Education and Training Policy (1994); (b) ESDP: Education Sector Development Programme (1997–2001); and (c) ESDP II taddress (2002–2006).
