<strong>Bulletin</strong> QA – <strong>Automobile</strong> UIT – 99-<strong>01</strong> (copy attached) set out the RIN reporting requirements<br />

for bulk-reported fleet premiums, Type of Business “3” and “4”. While inclusion of the 21B<br />

endorsement was considered, the subject forms ultimately were not included in that directive.<br />

<strong>Garage</strong> policies and Owner’s policies with a 21B endorsement create a bulk-reporting effect but<br />

currently the vehicles covered thereunder cannot be tracked for purposes of establishing the<br />

existence of mandatory road coverage. If coverage cannot be confirmed, license plate renewal<br />

will be denied. With automated checking of insurance status planned for this December,<br />

corrective measures must be taken now.<br />

Following discussions with insurers, consultants and members of the Underwriting Information<br />

Tracking System (UITS) <strong>Data</strong> Sharing Committee, reporting of premiums for <strong>Ontario</strong> <strong>Garage</strong><br />

<strong>Automobile</strong> Policies (O.A.P.4) and <strong>Ontario</strong> Owners’ Policies (O.A.P.1) with O.P.C.F 21B<br />

attached will be as follows for policy effective dates and entry dates on or after July 1, <strong>20<strong>01</strong></strong>:<br />

<strong>Ontario</strong> <strong>Garage</strong> <strong>Automobile</strong> Policy (O.A.P. 4) –<br />

Types of Use 81,82,84,85, 86 and 89 are to be reported with the named insured’s RIN if vehicles<br />

owned by the named insured are insured for Mandatory Coverage and with NOT APPLICABLE<br />

in the field if no owned vehicles are insured for Mandatory Coverage by the policy.


<strong>Ontario</strong> Owners’ Policies (O.A.P. 1) with <strong>Ontario</strong> Policy Change Form (O.P.C.F.) 21B<br />

attached –<br />

The RIN of the named insured is to be reported on a separate transaction for the same policy at<br />

the time the O.P.C.F. 21B is issued, whether at inception of the policy, at renewal or mid-term.<br />

IICC can accept multiple RINs for the same policy reported on separate transactions. These can<br />

also be reported as non-financial transactions if the company is able to report in this manner. The<br />

Vehicle Indicator will be unique for each RIN and details of how to report the unique Vehicle<br />

Indicator will be included in revised <strong>Automobile</strong> Underwriting Information Tracking manual<br />

pages which will be distributed in February, <strong>20<strong>01</strong></strong>.<br />

Companies are reminded that Financial Services Commission of <strong>Ontario</strong> (FSCO) has recently<br />

issued <strong>Bulletin</strong> No. A-12/00 Property and Casualty – Auto, “Revised bulletin on the definition of<br />

‘fleet’” which states:<br />

“…..vehicles should not be insured on the same policy as a fleet, where there is no insurable<br />

interest in the vehicle by the policyholder. For example, a vehicle personally owned by an<br />

employee or the spouse of an employee of a business, may not be included in the policy insuring<br />

the fleet of vehicles owned by the business.” IICC’s inquiries indicate that this clause also<br />

applies to <strong>Ontario</strong> <strong>Automobile</strong> <strong>Garage</strong> Policy (O.A.P. 4). The inclusion of ineligible parties may<br />

have serious implications for customers when automated checking of mandatory insurance<br />

begins.<br />

FLEET PERMIUMS<br />

INFORMATION FOR THE REPORTING OF RINs<br />

ONTARIO ONLY<br />

Further to our communication of October 2, 1998, our letter of November 30, 1998 ( copies attached)<br />

and subsequent dialogue, the following outlines the proposed reporting requirements which will<br />

become effective for all policy effective dates and entry dates on and after July 1, 1999:<br />

All Bulk Reported Fleets<br />

Type of Business "3" and "4"<br />

1. The parent RIN is to be reported in all cases, whether the named insured be an individual<br />

or an incorporated entity or is operating under a trade name.<br />

2. A separate parent RIN is to be reported for each named insured on the same policy, using<br />

a separate transaction. Vehicles plated to others that are added to the fleet policy (often as<br />

a courtesy) must have the RINs of the individuals reported as separate transactions. (An<br />

individual's RIN is often the same as his/her Driver's Licence Number, but may also be<br />

assigned.)<br />

The specifications and reporting instructions are currently being finalized and will be<br />

forwarded to you shortly.<br />

(Note: Where the definition of Insured is sufficiently broad as to include newly acquired<br />

organizations, Insurers should encourage their Intermediaries and Insureds to advise them<br />

of the RINs of said organizations to ensure their capture in the insured database.)<br />

RINs will be subject to validity and algorithm checks and erroneous RINs will produce the same<br />

error fees as those applied to erroneous VINs.


Revised pages for the <strong>Automobile</strong> Underwriting Information Tracking (AUIT) manual and the<br />

Skeletal Vehicle Record Reporting Guide, including the RIN algorithm, will be issued early in<br />

1999.<br />

It is not intended that companies change their current reporting method i.e. those which have been<br />

reporting in bulk may continue to do so; those reporting fleets on a per vehicle basis may continue<br />

that method.<br />

Fleet Reported on a Per Vehicle Basis<br />

Type of Business "4" and "5"<br />

IICC has been studying the prospect of amending the reporting requirements for fleets reported on<br />

a per vehicle basis to include a provision for the inclusion of vehicles added to a policy by way of<br />

the 21b endorsement.<br />

While the inability to identify the inclusion of vehicles under the 21b endorsement could result in<br />

some vehicles not being readily identifiable in the insured database, the risk is limited.<br />

The reporting of a parent RIN for fleets reported on a per vehicle basis will be included when the<br />

details have been determined. The <strong>Automobile</strong> Underwriting Information Tracking manual will be<br />

revised at that time.<br />
