The six panels covered the impacts of extractive industries<br />

on indigenous peoples <strong>and</strong> their responses; free, prior <strong>and</strong><br />

informed consent; conflict situations; indigenous women<br />

<strong>and</strong> extractive industries; roles played by bilateral donors<br />

<strong>and</strong> other multilateral bodies; good practices <strong>and</strong> extractive<br />

industries.<br />

The main output of the conference was the Manila<br />

Declaration, which has become a widely-quoted expression of<br />

the continuing grave concerns of indigenous peoples at the<br />

impacts of these industries upon them. It remains a major<br />

influence on the participants <strong>and</strong> the wider indigenous movement.<br />

An international indigenous network, the <strong>Indigenous</strong><br />

<strong>Peoples</strong>’ Global Network on Extractive Industries, was formed<br />

<strong>and</strong> has continued to operate since the conference; particularly<br />

in sharing information <strong>and</strong> coordinating responses to<br />

international developments were possible. Positive steps have<br />

been taken, but the practical challenges seem to grow.<br />

Since the conference, <strong>and</strong> following many of its recommendations,<br />

the UNPFII, the UN Special Rapporteur on the<br />

Rights of <strong>Indigenous</strong> <strong>Peoples</strong> <strong>and</strong> the UN Expert Mechanism<br />

on the Rights of <strong>Indigenous</strong> <strong>Peoples</strong> have focused their attention<br />

on the unresolved problems generated for indigenous<br />

peoples by the extractive industries.<br />

We trust that this book will serve to add to, <strong>and</strong> develop,<br />

the ongoing debate, <strong>and</strong> the emerging Extractive Industries<br />

network.<br />
