Local Community Assistance<br />

This chapter explores the actions that indigenous communities<br />

can undertake when confronted with extractive<br />

industries projects on their doorstep. 1 This chapter tries to be<br />

comprehensive in addressing these, <strong>and</strong> in doing so runs two<br />

risks. The first is that it is not complete; but even building on<br />

the collective wisdom of the 2009 Manila Conference, that is<br />

always likely to be the case. It is hoped these ideas can be built<br />

on over time. The second is that it repeats the obvious for<br />

experienced activists. This is written primarily as a guide for<br />

a community that is initially confronted with the extractive industries.<br />

But before considering these actions—following significant<br />

concerns raised in the 2009 Manila Conference—we<br />

need to address issues of unity <strong>and</strong> leadership within the community<br />

2 when confronted by an extractive industry project.
