CEMEX is a leading provider of affordable housing and<br />

high-scale infrastructure and a strong partner in the socioeconomic<br />

development of emerging markets throughout the<br />

world. We anticipate that, in the coming years, the sustainable<br />

growth of cities and communities will hinge upon increased<br />

population density and strategic urban planning. To<br />

this end, our early involvement and close collaboration with<br />

a variety of stakeholders—from microfinance lenders and<br />

community-development NGOs to governments and developers—is<br />

critical to our success in addressing housing and<br />

infrastructure needs in these markets. We believe that the<br />

social and economic empowerment of low-income communities<br />

represents a significant opportunity for our company<br />

to develop productive, diversified business relationships and<br />

establish natural project feedback loops to fuel our business<br />

as cities mature.<br />

We have made significant progress in meeting the need<br />

for affordable housing in our markets. In 2011 alone, we<br />

contributed to the construction of approximately 3,200<br />

affordable homes. We will accelerate this growth in 2012<br />

by engaging directly with potential homeowners to provide<br />

challenges ahead:<br />

In 2012, we expect additional expansion of our<br />

affordable housing initiative to Bangladesh,<br />

Colombia, the Dominican Republic, Egypt,<br />

Malaysia, the Philippines, and Thailand.<br />

We also plan to develop new BRT projects<br />

throughout Mexico, and we will continue to<br />

improve our internal skills to face the growing<br />

needs for infrastructure projects as cities in our<br />

key markets expand.<br />

<strong>building</strong> solution services. Ultimately, we expect our work in<br />

emerging markets to foster community connectedness and<br />

In a recent study of global development trends, the United<br />

Nations Human Settlement Programme (UN-HABITAT) noted<br />

that, for the first time, the world’s urban population has<br />

come to exceed the world’s rural population. With urbanism<br />

becoming a global norm, the creative and effective management<br />

of population density will be essential to the sustainable<br />

growth of cities and communities.<br />

To aid in the cultivation of healthy urban density, CEMEX<br />

focuses on the development of affordable housing and<br />

infrastructure—two areas that are closely interrelated and<br />

that critically influence the cohesiveness and scalability of<br />

growing economic centers.<br />
