Policy 29. Other man made features<br />
of se<strong>co</strong>ndary significance<br />
It is desirable for the retention and re-use of all<br />
man made features on the site including, the two<br />
Storey Farm Manager’s House, Octagonal Gardener’s<br />
Cottage, Two Storey Gardener’s Cottage and<br />
Ornamental Closet.<br />

Access and Circulation<br />
Policy 30. Access and circulation routes<br />
The Depar tment, in <strong>co</strong>nsultation with <strong>Offaly</strong><br />
<strong>County</strong> <strong>Council</strong>, should ensure that entry to the<br />
site from the road and exit from the site onto the<br />
road are in ac<strong>co</strong>rdance with the appropriate road<br />
safety standards (in terms of sight lines, passing<br />
lanes, etc).<br />
Once adequate road access is in place, Route A<br />
should <strong>co</strong>ntinue to provide the main public access<br />
to the site.<br />
Any provision of additional access to the state<br />
owned lands depending on future use requirements<br />
should follow the historic circulation pattern of the<br />
demesne, so as to respect and preserve the original<br />
views and vistas.<br />
Policy 31. Circulation<br />
Pedestrian access should be provided to St<br />
Columba’s Church, graveyard and well, based on<br />
existing routes. The existing pattern of paths and<br />
circulation routes should be used as a basis to<br />
inform the future use of the site.<br />
Where new walking routes are required they<br />
should be made by cutting back the under-storey in<br />
the woodland areas and mowing a path through the<br />
grassland areas. These should be located to have<br />
minimal impact on the historic demesne and should<br />
be sensitively designed.<br />
Direct vehicular access to the church and graveyard<br />
should only be provided for the disabled and for<br />
maintenance and emergency vehicles.<br />
National Monuments visitor facilities and car parking<br />
should be located near the main entrance gate.<br />
The Depar tment should <strong>co</strong>nsider seeking the<br />
<strong>co</strong>operation of the neighbouring landowners in<br />
providing public access to the demesne lands outside<br />
of state ownership. In par ticular, access should<br />
be sought to facilitate a walking route through the<br />
boundary woodland nor th of the entrance road<br />
and the High Wood (Esker Riada), and through the<br />
parkland south of the entrance road to the Coillte<br />
forest.<br />
The Depar tment in <strong>co</strong>nsultation with <strong>Offaly</strong><br />
<strong>County</strong> <strong>Council</strong> and the local stakeholders should<br />
investigate the possibility of facilitating a pedestrian<br />
link between the site and the village of Durrow<br />
(specifically the parish car park). This would require<br />
the provision of a safe pedestrian crossing over the<br />
N52 at the Durrow crossroads as well as a walking<br />
route through the boundary woodland nor th of<br />
the entrance road to the site entrance.<br />
Interpretation<br />
Orientation and interpretation of the site should be<br />
provided for visitors to enhance their understanding<br />
of the impor tance and cultural significance of the<br />
site.<br />
Policy 32. Interpretation<br />
Good quality information about the site should be<br />
made available year round.<br />
A link between the high cross and its original position<br />
should be made by either placing a replica<br />
structure on the site or making a visual link between<br />
the original location and the high cross.<br />
New Development<br />
In any future re-use of the site it may be necessary<br />
to provide additional ac<strong>co</strong>mmodation or facilities in<br />
the form of carparking. Such interventions should<br />
be sited so as to have minimal visual and physical<br />
impact on the significant archaeological, demesne<br />
and man made elements of the site.<br />
Policy 33. New Development<br />
The landscape and archaeological impor tance of<br />
the site will be respected in the siting of any future<br />
buildings or the provision of additional facilities.<br />
There are few locations within the state ownership<br />
where a new building would be permissible due<br />
to the archaeological sensitivity of the site and its<br />
landscape value.<br />
Management and Maintenance<br />
Systematic care based on good maintenance and<br />
housekeeping is both <strong>co</strong>st effective and fundamental<br />
