The National Development Plan is designed to<br />

underpin the development of a dynamic e<strong>co</strong>nomy<br />

over the period 2000-2006. An investment of<br />

€51.465 billion of public, European Union and<br />

private funds is <strong>plan</strong>ned over this period in the two<br />

regions-Border West and Midlands (BMW) Region<br />

and the South & East Region. Tourism, culture,<br />

recreation and spor ts are re<strong>co</strong>gnised as having a<br />

significant role to play in the development of the<br />

Region.<br />

Regional Context<br />

The Regional Planning Guidelines RPGGDA were<br />

produced to give regional effect to the provisions<br />

of the NSS. The Regional Planning Guidelines for<br />

the Midlands Region sets a population target of<br />

325,000 by 2020. This amounts to an additional<br />

100,000 resident population.<br />

The <strong>Offaly</strong> <strong>County</strong> Development Plan 2003-2009<br />

landscape classification identifies the Durrow<br />

monastic site as a Monuments and/or Places of<br />

Archaeological Interest. This area and the esker<br />

fall into Class 1 – High Landscape Sensitivity. The<br />

remainder of the demesne is classified Rural and<br />

Agricultural Areas and Forested Areas, both Class<br />

3 – Low Sensitivity. In addition the esker is classified<br />

as an Area of High Amenity.<br />

Local Context<br />

Durrow Draft Local Area Plan, initiated by the<br />

<strong>County</strong> <strong>Council</strong> in 2000 to facilitate the <strong>co</strong>mmercial<br />

development of Durrow Abbey, was terminated<br />

following widespread objection.<br />

Local Development Pressure<br />

There is a great deal of pressure for development<br />

in proximity to Durrow Abbey as indicated by the<br />

number of <strong>plan</strong>ning applications submitted within<br />

the last three years. The vast majority of these<br />

applications were for ‘one-off houses’, <strong>co</strong>nsistent<br />

with the area’s classification as being under high<br />

pressure for residential development.<br />

The <strong>County</strong> Development Plan identifies the<br />

potential to build on the existing facilities, services<br />

and the critical mass (of population) in Durrow<br />

Village to suppor t its retention and expansion and<br />

to reinforce the existing village <strong>co</strong>re.<br />

COMMUNITY ATTITUDES AND<br />

EXPECTATIONS<br />

A public meeting was held at Durrow Abbey House<br />

on the 10 th February 2005. Over 200 people visited<br />

the house and around 90 people attended a presentation<br />

of the <strong>co</strong>nservation <strong>plan</strong>.<br />

One of the main issues <strong>co</strong>ncerning those who<br />

attended the meeting was improving access to the<br />

site. At present pedestrian access is provided by a<br />

side gate at the main entrance, while the main gates<br />

remain closed. There is no provision for parking and<br />

there are no toilet facilities at the site. The local<br />

<strong>co</strong>mmunity would like these facilities to be provided<br />

for their <strong>co</strong>ntinued access to the site. There<br />

is also a desire for a level of public access to the<br />

house, be this at cer tain times of the year or ideally<br />

on a more regular basis. The local <strong>co</strong>mmunity<br />

would like to see a facility at Durrow, which will be<br />

of benefit to the area and <strong>co</strong>ntribute in e<strong>co</strong>nomic<br />

and social terms.<br />

<strong>Offaly</strong> <strong>County</strong> <strong>Council</strong> was also <strong>co</strong>nsulted during<br />

the preparation of the <strong>co</strong>nservation <strong>plan</strong>. The following<br />

views were expressed in a letter dated 25 th<br />

April 2005 from the <strong>County</strong> Manager :<br />

The site should remain open to the public all year.<br />

A replica of the cross should be placed on the site<br />

of the original.<br />

The acquisition of additional lands around the<br />

monastic <strong>co</strong>re should be <strong>co</strong>nsidered by the state.<br />

Suitable walking routes around the monastic site,<br />

the woodlands and the Esker Riada should be provided.<br />

A level of interpretation or visitor facility should be<br />

located on site and available to all with the option<br />

of guided tours being available for six months of<br />

the year.<br />

Visitor facilities including parking, bathrooms, shelter,<br />

information and refreshments should be provided.<br />
