1. Zincalume (silver) and Surfmist (Off White) colorbond are deemed to exceed 40% solar reflectivity
index.
2. Other roof materials such as polycarbonate, plastic, fibreglass or similar roofing is acceptable
provided that the material does not have a solar reflectivity index exceeding 40% unless approved
by Council.
The request to allow "Surfmist" Colorbond is to improve energy efficiency of the dwelling and
reduce the cooling required during summer. The application was advertised to eight
surrounding properties and only one objection was received from the owners of the property to
the northwest of the subject property.
The Council has consistently applied the roof reflectivity requirements of Local Law 43 to
residential development within the affected areas of Floreat and City Beach. The reflectivity of
a roof is difficult to measure and depends on a number of variables. The Town, however, has
considered that zincalume (silver) and Surfmist (off-white) colorbond do exceed the
requirements of the local law. There is a wide range of colours that Council will accept and it is
considered that a suitable match could be found within this range. The applicant's request to
use "Surfmist" colorbond on the upper addition roof is not supported.
The applicant has listed a number of dwellings in the area which have 'Surfmist' Colorbond.
While some of the properties listed have 'Shale Gray' there are some which have 'Surfmist'.
Overall, it is considered that the request to roof the upper floor with "Surfmist" Colorbond does
not meet the performance criteria for the following reason:-
it is contrary to the purpose and intent of by-law 43 of the current town planning scheme.

There are no policy or statutory implications related to this report. The proposal was assessed
against the provisions of the Town Planning Scheme No.1, and the Town Planning Scheme
Policy Manual.
FINANCIAL IMPLICATIONS:
There are no financial implications related to this report.
STRATEGIC DIRECTION:
Consideration of this application is consistent with the Town's Strategic Plan 2009-2020 for the
priority area 'Planning for our Community'.
COMMUNITY CONSULTATION:
This matter has been assessed under the Community Consultation Policy. The requirements for
consultation have been satisfied under the statutory provisions of the Town Planning Scheme.
