COUNCIL MINUTES

ADMINISTRATION RECOMMENDATION:
That, in accordance with Part 4 of the Town of Cambridge Town Planning Scheme No. 1,
Council APPROVES the application for a two-storey dwelling with undercroft submitted by Pure
Base Living at Lot 82 (No. 25) Brighton Street, West Leederville as shown on the plans dated
December 2011 subject to the following conditions:
(i)
(ii)
the surface finish of boundary walls facing the adjoining properties to the west and east to
be rendered, painted or face brickwork to the satisfaction of the Town;
the proposed development to comply with all details and amendments marked in red as
shown on the approved plan. Specifically, the bedroom 2 and sitting room windows on
the eastern elevation having a minimum sill height of 1.6 metres above the floor level; and
(iii) any existing crossovers not included as part of the proposed development on the
approved plan being closed, and the kerb and the verge reinstated.

During discussion, Members expressed concern regarding the size of the dwelling in relation to
the size of the lot and the resulting impact on neighbouring properties and the street.
The Administration recommendation was then voted upon and lost 1/3

Moved by Cr MacRae, seconded by Cr King
That, in accordance with Part 4 of the Town of Cambridge Town Planning Scheme No. 1,
Council REFUSES the application for a two-storey dwelling with undercroft submitted by
Pure Base Living at Lot 82 (No. 25) Brighton Street, West Leederville as shown on the
plans dated December 2011 for the following reasons:-
(i)
(ii)
(iii)
the variations to the acceptable development criteria in relation to boundary
setbacks and building height and, as a result of the accumulation of these
variations, it is not considered that the performance criteria of the Residential
Design Codes are satisfied;
the dwelling has a significant impact on the amenity of the adjacent properties and
the streetscape;
the neighbour on the western side has objected to the requested variations.
