PURPOSE OF REPORT:
To consider an application for a mixed use development requiring assessment under
Town Planning Scheme No.1 and the Town Planning Scheme Policy Manual.

Development description
The subject site is on the corner of Railway Parade and Southport Street. Currently
situated on the site is a single storey commercial building occupied by Odgaard Jewellers.
A small parking area is located in front of the building facing Railway Parade.
The site slopes down approximately 2.8 metres from the south-western corner (Railway
Parade) to the north-eastern corner (Southport Street).
The proposed development comprises:-

Undercroft: six car parking bays directly perpendicular to, and accessed from, a
widened driveway easement adjacent to the rear/north boundary of the site. This
driveway easement is accessed from Southport Street.
Ground floor: One tenancy (proposed café) fronting Railway Parade with alfresco
dining in the Railway Parade street frontage, and the main car parking area (13 car
parking bays and bicycle racks), accessed from a new driveway off Southport
Street.
First floor: three office tenancies ranging in size from 113m 2 to 278m 2 , end of trip
facilities, and a cleaner’s room.

There is a total of 1172m 2 of commercial net floor area, which equates to a plot ratio of
