COUNCIL MINUTES TUESDAY 20 DECEMBER 2011 DV11.112 LOTS 70, 71 AND 72 (NO. 334-336) CAMBRIDGE STREET, WEMBLEY - PROPOSED FIVE LEVEL MIXED USE DEVELOPMENT (CAFE, SHOPS, OFFICES, CONSULTING ROOMS AND TWENTY TWO MULTIPLE DWELLINGS) PURPOSE OF REPORT: To consider an application for a three storey mixed use development containing shops, offices, cafés, consulting rooms and twenty two multiple dwellings, seeking variations to the requirements of Town Planning Scheme No. 1 (TPS 1) Policy Manual with respect to plot ratio. BACKGROUND: BA/DA REFERENCE: LANDOWNER: APPLICANT: ZONING: USE CLASS: LAND AREA: 74DA-2010 Nurburgring Pty Ltd Fringe Architects TPS 1: Local Centre Office - "AA" (Planning Approval required) Shop - "AA" (Planning Approval required) Consulting rooms (group) - "SA" (use not permitted without Council approval following public consultation) Dwelling (multiple) - "SA" (use not permitted without Council approval following public consultation) 3066 square metres The applicant submitted an application for a four storey mixed use development in March 2010 which was assessed and subsequently advertised for public comment during September 2010. That application had a shortfall of 67 car bays and a plot ratio of 1:1.86. Approximately 20 submissions were made plus a petition with 12 signatories. The main concerns raised included the provision of only one entry/exit point off Jersey Street, insufficient car parking, increased traffic in the locality and the scale of the development. As a result of the submissions received, the applicant redesigned the proposal to address the issues raised. Amended plans were received in August 2011 and have been readvertised. DETAILS: Development Description Subject site has frontage to Cambridge Street and a 5.0 metre wide access let to Jersey Street. Vehicle entry is via Cambridge Street and vehicle exit is via Jersey Street. There is a basement of carparking, some parking at ground level, and a level of carparking between the office level and the multiple dwellings. 22 multiple dwellings are proposed made up of 18 two bedroom units and 4 one bedroom units. 8 ground floor retail tenancies totalling 935 square metres of nett lettable area. 20 first floor office tenancies totalling 1630 square metres of nett lettable area. 3 consulting rooms.
