COUNCIL MINUTES

This procedure has been used most effectively for the Christmas/New Year recess period of
Council every year since 1995.
At its meeting held on 20 December 2005, the Council also decided, as detailed above, that the
Mayor be kept informed of all items of business considered during the Christmas/New Year
period and noted that Elected Members should be cognisant of the urgency associated with
delegated approvals and respond appropriately when requested.
A report providing information relating to details of any delegated authority exercised during the
Christmas/New Year period will be submitted to the February 2012 round of meetings.
POLICY/STATUTORY IMPLICATIONS:
The Christmas/New Year delegation is in addition to the Schedule of Delegations to the Chief
Executive Officer authorised each year by the Council.
FINANCIAL IMPLICATIONS:
No unbudgeted expenditure will be incurred unless by an absolute majority decision of the
Council.
STRATEGIC DIRECTION:
Not applicable.
COMMUNITY CONSULTATION:
This matter has been assessed under the Community Consultation Policy as "Not Required" as
the matter is administrative in nature with no external impacts envisaged.

That in accordance with Section 5.42 of the Local Government Act 1995, the Chief
Executive Officer be delegated authority by an ABSOLUTE MAJORITY to exercise the
powers and duties of the Council, other than those referred to in Section 5.43 of the Act,
from 22 December 2011 to 20 February 2012 provided:-
(i)
(ii)
in relation to Ward matters, a majority of the four Ward Members of the relevant
Ward are in agreement with the Administration recommendation;
in relation to general matters, where the recommendation is for an item of business
of a general nature, a majority of all Elected Members are in agreement;
(iii) a report summarising the items of business dealt with by delegated authority is
submitted for information to the Council meeting to be held on 28 February 2012;
