COUNCIL MINUTES TUESDAY 20 DECEMBER 2011 CR11.166 WEMBLEY SPORTS PARK - INTEGRATED ACCESS, TRAFFIC AND PARKING STUDY OUTCOMES PURPOSE OF REPORT: To advise Council of the progress of the Integrated Access, Traffic and Parking Study as it relates to the approved Master Plan for Wembley Sports Park and to seek further public comment on the Study. BACKGROUND: At the June 2011 Council Meeting, Council endorsed the Wembley Sports Park Master Plan subject to (inter alia): "the Master Plan be amended as necessary to incorporate changes required as a result of the traffic and parking study, including stakeholder consultation" A copy of the approved master plan is attached for reference. DETAILS: Traffic Study The State Government, as part of planning for the State Netball Centre, was required to undertake a traffic and parking study as part of its planning approvals process. It was sensible to work with the State Government to modify the scope of the study to meet the overall objectives of the master plan for Wembley Sports Park. Costs for the study are being shared between Town of Cambridge and State Government. Aecom, recognised traffic and access consultants, were appointed by the State to undertake this study. The aim of the study was to model demand for access to Wembley Sports Park over its various operating modes (winter / summer) and sports activities and to determine optimum facilities for access to the Park, parking and road layouts. The Study was suspended for a period of time whilst the Town and State were resolving the issues pertaining to cost responsibility for works at Wembley Sports Park. As this matter has almost been resolved, the Study can now be concluded. The Town has been advised that the Study report is close to completion at the time of writing this report. If it is available it will be distributed to Council prior to meeting. Consultation Aecom consulted with officers from the Western Australian Planning Commission to determine their likely views of the draft outcomes being developed during the study period. The main outcomes of this consultation were: WAPC support the intent for greater use of public transport and pedestrian access to Wembley Sports Park to partially offset growth in vehicular parking demand. WAPC do not see any rationale for car parking capacity within Wembley Sports Park to meet 100% of the peak demand for car parking space.
