It is considered that the amended plans submitted address the concerns raised in the
November Council meeting regarding the negative impact on the neighbour to the east and the
streetscape. The setbacks on the ground and upper floor to Bent Street have been pushed back
well in excess of the required 3.75 metres to a minimum setback of 5.202 metres. This has not
only reduced the impact of the proposed dwelling on the Bent Street elevation but has also
protected the outlook of the eastern neighbour to the south-west.
The ground and upper floor setbacks to the rear (east) boundary have also been increased to
3.959 metres and 8.297 metres respectively. To protect the amenity of the rear neighbours, as
well as the Bent Street streetscape, the dwelling has been centered on the lot creating
significantly larger open areas between the proposed dwelling and the east and south side
boundaries. In addition, the proposed retaining wall on the Bent Street elevation has been
staggered, breaking up the length of the wall and providing visual articulation as viewed from
Bent Street.
It should be noted that at the time of writing this report the neighbours who have objected to the
development have not been notified of the amended plans but will be contacted prior to the
committee meeting. Any comments raised by the neighbours will be presented at this meeting.
ADMINISTRATION RECOMMENDATION
That, in accordance with Part 4 of the Town of Cambridge Scheme No. 1, Council APPROVES
the application for a two storey dwelling with undercroft garage as submitted by Webb & Brown-
Neaves Homes at Lot 249 (No. 2) Adori Place, City Beach as shown on the plans dated 6
December 2011 subject to the following conditions:-

a landscaping and reticulation plan, showing the location and type of vegetation, to the
satisfaction of the Town to be submitted prior to the issue of a building licence;
the fencing on the top of the retaining wall on the Bent Street frontage to be wrought iron
or clear glass only. A separate planning application will be required.

During discussion, Members remained concerned that the matter of building height had been
satisfactorily addressed and, as such, were not prepared to adopt the recommendation at this
stage.
The Administration was requested to provide further information on how the floor plan has
changed and its effect on the height of the dwelling prior to the next meeting of Council.
It was therefore agreed that the item be submitted to Council for determination.
