COUNCIL MINUTES TUESDAY 20 DECEMBER 2011 be set up for this project. Price was considered in terms of value for money outcomes rather than as the sole determinant for selection. It is important to emphasise that approval to construct either project will largely be shaped by the business case developed which in turn is shaped by the ability of the consultant to accurately forecast a mix and size of commercial facilities that will meet financial return expectations. The Hospitality Leasing Specialist will work with the appointed architects to ensure that the concept planning of the facilities meet operator needs but are also cost effective to meet the business case. Assessment of each tender against these objectives was important. Tender Evaluation The tenders were assessed firstly on a compliance basis (for conformance to tender conditions and tender requirements), then a qualitative and finally a quantitative assessment basis. Confidential Attachment 1 details the assessment panel report. Herron Todd White was ranked the highest on the qualitative assessment process and their fee submission was suitable in terms of the quantitative process. It is to be noted that it is proposed to engage Herron Todd White to undertake the necessary research to support development of the Business Case for the Surf project (at a cost of $60,000) and the Golf project (at a cost of $50,000). A decision to commit Herron Todd White to the full project will depend on a future Council decision to approve the Business Case and commit to either or both projects. The anticipated cost of this consultancy, if both projects proceeded, would in the order of $ 330,000. POLICY/STATUTORY IMPLICATIONS: There are no Policy Implications related to this report. Select tenders were undertaken in line with Local Government (Functions and General) Regulations STRATEGIC DIRECTION: The opportunity for development of the Wembley Golf Course site supports the Town's 2009- 2020 Strategic Plan. It is within the actions supporting our strategy 4.3.3 to "Increase the Town's self-generating funding and decrease the reliance on external funding sources" which is part of Action 4.3 Financial Sustainability in Outcome 4 Capacity to Deliver. The opportunity for development of the Surf Club site supports the Town's 2009-2020 Strategic Plan vision of Delivering Our Services. It is an action in response to our strategy of maintaining quality community and civic buildings. The projects, once completed, also contribute to other Strategic Outcomes notably: Planning for Our Community Delivering Our Services COMMUNITY CONSULTATION: This matter has been assessed under the Community Consultation Matrix as suitable for the Community to be informed, on the basis that it will provide the public with balanced and objective information to assist them in understanding the problem, alternatives, and/or solution.
