COUNCIL MINUTES TUESDAY 20 DECEMBER 2011 Other Capital Works Programs This program of projects is supplemented by other programs presented to Council:- Five Year Program for Footpaths Program for Road Resurfacing Laneway Upgrading Program Bicycle Path Plan Program Development of a drainage program resultant from CCTV assessment of infrastructure. POLICY/STATUTORY IMPLICATIONS: All roads are designed to the Austroads, relevant Australian Standards and Main Roads WA guidelines. Main Roads WA signs and lines approval is required prior to proceeding to construction. FINANCIAL IMPLICATIONS: The estimated cost of the budgeted works in the past has been up to $700,000 per year. This level is then supplemented by grants. It is proposed that this level of funding be continued when developing this Draft program. Further, it can be reviewed depending on the level of grants that Council road issues can attract and the matching contributions required. The program this year has exceeded $700,000 as strategic projects like the Cambridge High Street and drainage improvements for Cambridge/Selby Street have been listed for assessment. STRATEGIC DIRECTION: The recommendation in this report includes elements that will complement the Town's strategic direction and goals, namely:- Transport choice. Alignment of Town plans with community needs. Community infrastructure and facilities that are well used and maintained. COMMUNITY CONSULTATION: This project has been assessed under the community consultation policy. As this report is for information, consultation has not been undertaken. Any projects which are included in the Draft Budget will be the subject of consultation. SUMMARY: Council reviews a five year capital works program annually. This review is submitted for Council discussion, generally in November/December each year, and then forwarded to be considered in the Budget for the following financial year. Further, the projects in the review are progressed to design to refine the Budget estimates which assist with grant applications and to enable the works to be carried out in the following financial year. COUNCIL DECISION: (COMMITTEE AND ADMINISTRATION RECOMMENDATION) Moved by Cr Langer, seconded by Cr Carr That:- (i) (ii) the proposed five year capital road works program for 2012/2013 to 2016/2017, as attached, be endorsed for future planning and budget preparation; the Blackspot Programs for the Draft 2012/13 budget be:- The Boulvard/Howtree - signals review and modifications Grantham/Crosby - intersection traffic islands Gregory/Ruislip - Intersection traffic islands Howtree/Oceanic Drive/Brookdale St - traffic signal modifications Cambridge/Kimberley - traffic island on North side Loftus/MacEwan - traffic island The Boulevard/Grantham Street - skid resistant treatment. (iii) the projects as listed on the 5 Year Program for Year 1, 2012 - 2013:- 1. Cambridge St - Northwood St to Kimberley St - Street enhancement Stage 1 2. Cambridge St - Kimberley St to Southport Street- Street enhancement Stage 2 3. Cambridge Street / Southport intersection - relocate Telecom pit 4. Lake Monger Drive - improve median width for pedestrian crossings west of Northwood St and east of St Vincents Ave to Lake Monger 5. Cambridge Street / Selby St - Drainage Improvements 6. Empire Ave/Durston Road intersection - Construct traffic management works 7. Denton Street - widen from 7.35 m to 8.0 m over 130 m to provide room for parked vehicles on both sides 8. Selby Street - Grantham Street to The Boulevard – establish central brown asphalt median and/or parking nibs 9. Peebles Rd / Moray Ave -Traffic Islands in Peebles Road 10. Daglish Street - remove chicane between No 12 & 13. New plateaux 11. Essex Street - remove chicane north of Cambridge St. New plateaux 12. Oban Road - Gayton to Simon Place median and footpath 13. Cromarty Road - just east of Crief. Remove central raised median 14. Perry Lakes Drive / Underwood Ave Intersection - widen for left turn 15. Salvado Road - Disabled pedestrian crossings at traffic signals near SJOG hospital 16.
