COUNCIL MINUTES TUESDAY 20 DECEMBER 2011 DV11.111 LOT 249 (NO. 2) ADORI PLACE, CNR BENT STREET, CITY BEACH - TWO STOREY DWELLING WITH UNDERCROFT GARAGE - REFERRED BACK PURPOSE OF REPORT: To consider an application for a two storey dwelling with undercroft garage requiring assessment under the performance criteria of the Residential Design Codes (R Codes) in respect of building wall height, buildings setback from the boundary and site works. BACKGROUND: BA/DA REFERENCE: 320DA - 2011 LANDOWNER: Mr John Woolfrey & Mrs Joanne Woolfrey APPLICANT: Webb & Brown-Neaves Homes ZONING: Residential R12.5 USE CLASS: Dwelling (single) ‘P’ – Permitted LAND AREA: 888 m² DETAILS: Development Description Subject property slopes from north to south by approximately 3 metres and from east to west by approximately 2 metres. Proposed two storey dwelling with undercroft garage utilising the level of the undercroft portion of the existing dwelling. Finished floor level (FFL) of the proposed dwelling at 12.986 is slightly higher than the FFL of the existing single storey with undercroft dwelling at 12.81. Variations are proposed for the requirements relating to building wall height, buildings setback from the boundary and site works. Delegated Authority The Town’s Delegation of Authority Policy delegates certain powers to the Director Development and Sustainability and Manager Development to determine minor variations to the acceptable development provisions. A variation to the planning provision regarding retaining within the primary street setback area on Adori Place is proposed. No objections were received from the adjoining owners during the neighbour consultation period and due to the topography this variation is considered to meet the relevant performance criteria and is therefore not discussed further in this report. An assessment against the performance criteria for the aforementioned variation has been prepared by the Administration and is available to elected members on request.
