COUNCIL MINUTES

SUMMARY:
The traffic capacity of existing streets, availability of land and the costs associated with
providing parking will not allow for future growth of the commercial centres if the current 'predict
and provide' approach to parking continues. An alternative approach to access and parking is
required.
Part one of the study looks at ways to manage access and parking and incorporates strategies
not only to control the supply of parking but also to manage parking demand and encourage
alternative modes of travel.
Parking demand management involves a suite of management tools, including:-
pay parking;
education programs;
cash-in-lieu;
maximum and minimum parking standards;
parking surveys to monitor parking occupancy and demand;
shared parking;
pedestrian improvements;
alternative modes of transport; and
monitoring of compliance.
The Part 1 Report forms the basis of proceeding to the second part of the study, which will
examine practical solutions for each of the four centres; Southport Street Commercial,
Cambridge High Street Node, Medical Precinct and Wembley Town Centre.

COMMITTEE AND ADMINISTRATION RECOMMENDATION:
That the Access and Parking Strategy Part 1 - Issues, Options and Long-term Strategic
Directions Report be endorsed for the purpose of proceeding with part two of the study, the
preparation of detailed management plans for the four commercial centres along Cambridge
Street.

During discussion, Cr King suggested that the item be referred to a Council Forum for further
consideration.
COUNCIL DECISION:
That the item relating to the Access and Parking Strategy Part 1 be referred back to a Council
Forum for further consideration.
