This Position Reports to:<br />

BUSINESS UNIT: Office for Recreation and Sport<br />

DIVISION: Venues Infrastructure & Funding Services<br />

SECTION: Asset Management and Development<br />

Positions Reporting to this Position:<br />

• Nil<br />

Primary Purpose of Position<br />

• To manage, implement and monitor the ORS annual minor works, capital works and preventative maintenance program.<br />

• To coordinate the development of asset management plans and oversee the development of master plans for ORS facilities.<br />

• To develop and implement systems and procedures which enhance the ability of ORS to manage its assets.<br />

• To provide expert advice in facilities planning, feasibility studies and infrastructure development.<br />

• To liase with the Facilities Management Contractor, private consultants, contractors and other organisations as required.<br />

• To prepare project briefs for infrastructure projects.<br />

Outcomes<br />

• Effective minor works and facility management programs that maximise ORS resources and ensure facilities that are fit for purpose.<br />

• Effective asset management of facilities under Office for Recreation and Sport care and control.<br />

• Effective development and implementation of facilities planning, feasibility studies and infrastructure development.


Essential Attributes (Knowledge/Skills/Experience Requirements)<br />

• Proven ability to manage complex projects.<br />

• Experience in the development and implementation of minor works<br />

programs including developing and monitoring associated budgets.<br />

• Proven ability to work independently under limited supervision,<br />

determine priorities and organise work to meet deadlines often in an<br />

environment of competing demands.<br />

• Demonstrated experience in complex procurement processes<br />

including developing projects briefs.<br />

• Demonstrated experience in contract management processes<br />

associated with the construction industry.<br />

• Strong understanding of the current issues and responsibilities<br />

relating to the management of assets for government.<br />

• Proven ability to identify and analyse problems and<br />

formulate/implement creative solutions.<br />

• Knowledge of relevant Acts and Codes which relates to asset<br />

management and development.<br />

• Interpersonal skills that facilitate interaction, cooperation and trust<br />

with a wide range of individuals and organizations and welldeveloped<br />

oral and written communication.<br />

• Demonstrated experience in providing customer orientated advice<br />

and consulting services to a wide range of staff and clients.<br />

Desirable Attributes<br />

• Demonstrated experience in negotiating contracts and other<br />

procurement arrangements.<br />

• Demonstrated experience in construction and facility management<br />

environment.<br />

Key Relationships/Interactions<br />

• Works closely with staff of the Venues, Infrastructure and<br />

Funding Services and across the Office for Recreation and<br />

Sport.<br />

• Works closely with the Facility Management provider.<br />

Key Challenges<br />

• Maintaining facilities to ensure they are functional, safe and fit for<br />

purpose.<br />

• Managing multiple and complex projects simultaneously.<br />

• Develop asset management plans for all ORS facilities within limited<br />

resourcing capacity.<br />

• Developing rolling minor works programs in response to competing<br />

demands and limited resources.<br />

• Continuous improvement of asset management systems and<br />

procedures for ORS facilities.<br />

• Developing a strategy to achieve a reduction in energy and water<br />

consumption for ORS facilities.


Employment Conditions<br />

• Employment conditions will be governed by the PSM Act, 1995 and the incumbent will be expected to work in a manner consistent with the<br />

DPC Code of Conduct.<br />

• The incumbent must be prepared to be assigned to another position at this remuneration level or equivalent.<br />

Special Conditions<br />

procedures and OHS&W policies and legislation.<br />
