to meet the dem<strong>and</strong>s <strong>of</strong> the<br />
public <strong>and</strong> provide the public<br />
with a variety <strong>of</strong> opportunities to<br />
constructively use their leisure<br />
time in accordance with the<br />
Regional District’s philosophy<br />
<strong>and</strong> goals.<br />
