As the Board of Education for the <strong>Byram</strong> Hills Central<br />
<strong>School</strong> <strong>District</strong> plans for the future, it seeks to provide<br />

administration building, located on the high school<br />
campus. For detailed information about the rules,<br />
regulations, and guidelines that derive from board<br />
policies, please refer to the school handbook, or direct<br />
your questions to building administrators. The following<br />
reference section of the calendar contains information<br />
of general interest to parents and other residents of the<br />
<strong>Byram</strong> Hills community. Please consult our website<br />
(www.byramhills.org) for additional information, and<br />
tune in to our cablecasts on Cablevision channel 20,<br />
Verizon channel 28, or www.BobcatTV.org for video<br />
streaming.
EMERGENCY CLOSINGS & DISMISSALS<br />
EMERGENCY CLOSINGS AND DISMISSALS<br />
On bad weather days, the superintendent confers<br />
with the director of transportation, who reviews the<br />
condition of district roads and consults local weather<br />
services, the town highway department, and other<br />
directors of transportation before advising a course<br />
of action. A final decision is made at approximately<br />
6:00 am. The district uses an emergency calling<br />
system to notify parents. If an early dismissal is<br />
necessary, announcements are also made on area<br />
radio and TV stations. Please listen to WHUD 100.7<br />
FM, WFAS 103.9 FM, Channel 12 News, or log on to<br />
the district’s website (www.byramhills.org) for<br />
information about school closings. The district's<br />
emergency hotline number is 273-7250.<br />
SNOW DAYS<br />
Four snow days have been built into the 2012-<br />
2013 calendar. If no days are used, school will be<br />
closed May 23, May 24 and May 28. If one day is<br />
used, school will be closed May 24 and May 28. If<br />
two days are used, school will be closed May 24.<br />
If three or four days are used, the calendar stands<br />
as printed.<br />
In the event that school must be closed due to<br />
emergency conditions for more than the four<br />
allocated days, the necessary number of days will<br />
be made up using March 25 as the first make-up<br />
day, March 26 as the second make-up day, and<br />
March 27 as the third make-up day. As new NYS<br />
testing requirements are announced, some<br />
calendar adjustments may be necessary.<br />

BOARD OF EDUCATION<br />
The <strong>Byram</strong> Hills Central <strong>School</strong> <strong>District</strong> is governed by a Board of Education<br />
of seven members, who are elected by district voters to serve without pay.<br />
Members usually serve three-year terms and may run for re-election. The<br />

• Developing policy and taking action as required by law<br />
• Adopting a budget that reflects and supports the district’s goals<br />
and educational programs<br />
• Advocating for all children<br />
• Assuring the effective administration of the <strong>Byram</strong> Hills <strong>School</strong><br />
<strong>District</strong> meetings<br />
<strong>School</strong> board meetings usually take place twice a month on Tuesday evenings,<br />
at 7:30 pm in the district office. Meeting dates are indicated on this calendar;<br />
the public is encouraged to attend. Meeting agendas are posted by the<br />
Monday prior to each meeting, at the public library, at the town hall, at each<br />
school building, and on the district’s website (www.byramhills.org). Each<br />
Board of Education meeting provides time for public comment. A summary of<br />
board meeting activity is published in the newsletter On board following<br />
each meeting. On board is posted on the district’s website. Each board<br />
meeting can be viewed by logging on to www.BobcatTV.org and on Verizon<br />
38 and Cablevision 20 at the following times: Sundays at 8 am, Tuesdays at<br />
midnight, and Wednesdays at 5 pm.<br />

Each spring, the Board of Education adopts an operating budget which it presents<br />
to district voters for approval. The budget vote and the Board of Education<br />
elections will take place on Tuesday, May 21, 2013. Public input will be sought at<br />
the board’s budget hearings on January 8, March 12, March 19 and April 9.<br />
Throughout the budget development process, budget information will be posted<br />
on the district's website.<br />

OUR GUIDELINES FOR PARENTS<br />
ATTENDANCE<br />
Daily attendance and promptness to school are<br />
essential to learning. Lateness and early dismissals<br />
will be treated as absences. If a child is absent,<br />
please call the school on the first day. A written<br />
excuse is required when the child returns to<br />
school. Students should have verification from a<br />
physician for doctor appointments. For further<br />
clarification, please review the district’s attendance<br />
policy which is on the district website.<br />
BACK-TO-SCHOOL NIGHTS<br />
Back-to-<strong>School</strong> nights are held at each school to<br />
meet teachers, and to review their expectations,<br />
requirements, and course syllabi. Individual<br />
student issues are not discussed at this time.<br />

BUSES & TRANSPORTATION<br />

Bus schedules are created by the Department of<br />
Transportation. Parents are requested to review the<br />
stop locations and times carefully. Students should<br />
arrive at their stop five minutes prior to the<br />
designated pick-up time. They are to ride on their<br />
regular bus unless they bring a note from home<br />
and receive permission to do otherwise. Modified<br />
routes following main roads are available to middle<br />
and high school students attending after-school<br />
activities.<br />
Requests for transportation to non-public<br />
schools must be made in writing each year by<br />
April 1 of the current year. Families who enter<br />
the district after April 1 have 30 days after<br />
establishing residency to apply, but no later than<br />
August 1 of the current year.<br />
CENSUS<br />
The district maintains an accurate census for state<br />
reporting, mailing, and voter registration lists, and<br />
for projecting enrollment. Residents are requested<br />
to report all changes in residency or births to<br />
Ms. Joan Krantz, Census Coordinator, at 273-4084<br />
ext. 6930.<br />
KINDERGARTEN REGISTRATION<br />
Children must be 5 years old on or before Dec. 1<br />
of the year that they will enter school to be<br />
eligible for kindergarten. Registration requirements<br />
include proof of date of birth, residency, and<br />
complete immunization certificates.<br />
LUNCH PROGRAM<br />
All schools serve a nutritious hot lunch that conforms<br />
to state requirements. The 2012 - 2013 lunch prices<br />
are $2.75 for all students. Milk is 50 cents. Lunch can<br />
be purchased at each school on a daily basis with<br />
cash or with your child's prepaid lunch account.<br />
Parents can pre-pay by sending a check made payable<br />
to <strong>Byram</strong> Hills Central <strong>School</strong> <strong>District</strong> and brought to<br />
your child's school main office or cafeteria, or with a<br />
credit card at www.mealpayplus.com.<br />
<strong>Byram</strong> Hills participates in the National <strong>School</strong><br />
Lunch Program, which provides free or reduced<br />
price lunches to all eligible families. Applications and<br />
eligibility standards are available on the district's<br />
website. Applications are also available in each<br />
building. Reduced price lunches are 25 cents.<br />

OUR GUIDELINES FOR PARENTS<br />
PARENT-TEACHER CONFERENCES<br />
Routine parent-teacher conferences are scheduled<br />
on a regular basis in the elementary schools.<br />
Parents may contact teachers at all levels at any<br />
time during the year to arrange a special conference.<br />
Teachers will be available for afternoon and<br />
evening conferences coinciding with December<br />
and March report cards on the elementary level,<br />
after the first and second report cards at the<br />
middle school, and after the first quarter at the<br />
high school. Parents are encouraged to call<br />
teachers with student concerns.<br />
REPORT CARDS<br />
Elementary report cards are issued in December,<br />
March, and June; progress reports in art, music, and<br />
physical education are provided in January and<br />
June. Middle school students receive report cards<br />
every 10 weeks; supplementary reports are issued<br />
midway through each marking period. The high<br />
school also issues report cards every 10 weeks,<br />
with supplementary reports given as needed<br />
midway through the marking period.<br />
TAX INFORMATION<br />
The New York State income tax form requires you<br />
to list the name and code of the public school<br />
district in which you reside. The <strong>Byram</strong> Hills code<br />
number is 023.<br />
DISTRICT COMMITTEES<br />
Each year, multi-constituency committees may meet to advise the Board of Education on matters of<br />
importance. Some committees function for several years, while others meet for a defined period of time.<br />
Examples include the Curriculum Committee and Health Advisory Committee. Other committees are created<br />
as needs arise. Individuals may volunteer or be appointed to committees through the Parent-Teacher-Student<br />
Association (PTSA) or site-based teams. When new committees are created, they are publicized through On<br />
board, local newspapers, school newsletters, the PTSA Glimpses newsletter, or direct mailings.<br />
SITE-BASED TEAMS<br />
Each school has a site-based team that consists of parents, teachers, and administrators, and at the high<br />
school level, students. Site-based teams develop school goals for their work and annually assess their<br />
progress toward those goals. Goals focus on district initiatives; examples include Character Education,<br />
Sustainability, and Cultural Proficiency.<br />
WORKING PAPERS<br />
Working papers, required for anyone under 18<br />
years of age seeking employment, are available in<br />
the high school office. The requirements include<br />
proof of age, a medical report, and an application<br />
signed by a legal guardian.<br />

ADVANCED LEARNERS<br />
Advanced learners in grades K - 8 are eligible to participate<br />
in special enrichment programs and programs that<br />
extend the regular curriculum. <strong>Byram</strong> Hills High <strong>School</strong><br />
offers honors and advanced placement courses for<br />
qualified students. Contact guidance counselors for<br />
further information.<br />
ATHLETICS<br />
In addition to the required physical education classes at all<br />
levels, <strong>Byram</strong> Hills offers a wide array of intramural and<br />
interscholastic sports for boys and girls. At Wampus and the<br />
middle school, intramurals are scheduled during lunch<br />
hours and after school. There are interscholastic programs<br />
in a variety of sports for students in grades 8 - 12.<br />

BobcatTV<br />
BobcatTV is our cable television channel in Armonk and<br />
Banksville, airing 24 hours a day, 365 days a year on<br />
Cablevision channel 20, Verizon channel 38, and video<br />
streaming at www.BobcatTV.org. Its mission is to<br />
increase communications within the <strong>Byram</strong> Hills<br />
community and to promote district initiatives, student<br />
accomplishments, and activities. BobcatTV welcomes the<br />

BOCES<br />
The Board of Cooperative Educational Services is an organization<br />
formed by the State Education Department to offer a<br />
variety of specialized programs and pooled services to<br />
member school districts. All <strong>Byram</strong> Hills High <strong>School</strong><br />
students are eligible to enroll in occupational education<br />
courses. BOCES also provides services for district children<br />
with physical, mental, emotional, or perceptual differences.<br />
HEALTH SERVICES<br />
Physical Examinations<br />
Each student entering school for the first time is required<br />
to submit proof of physical examination by a certified<br />
New York State health care provider and required<br />
immunizations. This documentation is the responsibility of<br />
the parent or guardian. Students in grades kindergarten,<br />
two, four, seven and 10 are also required to have a<br />
physical examination, including Body Mass Index and<br />
Weight Status Category. Additionally, all students who<br />
participate in interscholastic athletics are required to<br />
have an annual physical examination prior to participation.<br />
These exams are best performed by the student’s<br />
personal physician and submitted to the school nurse.<br />
Physical examination (health appraisal) forms are<br />
available on the district website. If a student has no other<br />
means of obtaining a physical examination, the <strong>School</strong><br />
Physician or Nurse Practitioner will perform the exam.<br />
The student must see the <strong>School</strong> Nurse to make an<br />
appointment and pick up the required history and<br />
permission forms.<br />
Required New York State Screenings<br />
Vision: Distance acuity for all newly entering students<br />
in K, 1, 2, 3, 5, 7, and 10. Near vision acuity,<br />
hyperopia, and color perception for all newly<br />
entering students in any grade.<br />
Hearing: All newly entering students and students in K,<br />
1, 3, 5, 7, and 10.<br />
Scoliosis: All students in grades 5 - 9.<br />
Dental: Requested for all newly entering students<br />
and those in K, 2, 4, 7, and 10.<br />
Administration of Medication<br />
Medication may be administered in school with the<br />
permission of a student’s parents and physician. This<br />
includes prescription and over-the-counter medications.<br />
Medication must be given to the school nurse by the<br />

parent and be contained in the original prescription<br />
bottle. Medication orders must include: the student’s full<br />
name and date of birth, medication name, dosage and<br />
route of administration, frequency and time of administration,<br />
indications, date written, and prescriber’s name, title,<br />
signature and phone number. Students cannot carry their<br />
own medication into school at any time. Students<br />
prescribed inhalers and EpiPens must be “self-directed” as<br />
determined by the parents, physician, and school nurse to<br />
carry these medications. Medication administration forms<br />
are available on the district website.<br />
Illness<br />
In order to keep our schools and students healthy, children<br />
who have been sick cannot attend school until they are no<br />
longer contagious. In order for students to return to<br />
school, we require that there be at least 24 hours:<br />
• without fever (in the absence of fever-reducing<br />
medications)<br />
• without vomiting or diarrhea<br />
• on appropriate antibiotic therapy for a diagnosed<br />
infection (strep throat, ear infection, bronchitis, etc.)<br />
• a bad cold with a very runny nose or bad cough,<br />
especially if the child has been awake all night<br />
• head lice - until treated per healthcare provider's<br />
instructions.<br />
If your child becomes ill at school and is too sick to<br />
benefit from school or is contagious to other children,<br />
you will be called to come and take your child home. It is<br />
essential we have a phone number where you can be<br />
contacted during the day and an emergency number in<br />
the event that you cannot be reached. Please be sure that<br />
arrangements can be made to transport your child home<br />
from school and that childcare is available in case of<br />
illness. If your daytime or emergency telephone number<br />
changes during the school year, please notify the main<br />
office immediately.<br />

LANGUAGE ARTS & MATH SUPPORT SERVICES<br />
At The Coman Hill <strong>School</strong>, small group reading and writing<br />
remediation is offered through both instruction and support.<br />
At The Wampus <strong>School</strong>, reading and math specialists continue<br />
this small group support for students. At H.C. Crittenden<br />
Middle <strong>School</strong>, dual-certified special education/reading and<br />
math teachers provide academic services. Support for<br />
students in grades 5 - 8 focuses on reading, writing, organizational<br />
skills development, and math skills assistance. At the<br />
<strong>Byram</strong> Hills High <strong>School</strong>, a resource room/academic services<br />
program is available. The district also provides required<br />
academic intervention services for students not meeting state<br />
standards as assessed through the state assessment program.<br />
LIBRARY MEDIA SERVICES<br />
Each school is staffed by one or two library media specialists<br />
and library aides. The libraries support instruction in<br />
<strong>Byram</strong> Hills by providing high quality resources on topics<br />
of both curricular and personal interest to students with a<br />
diverse range of needs. Through the use of printed,<br />
technological, digital, and visual resources, the library<br />
program's goals are to teach students how to conduct<br />
research by accessing, evaluating, and using information,<br />
and to guide them in appreciating literature and thinking<br />
critically about fiction and nonfiction texts.<br />
PSYCHOLOGICAL SERVICES<br />
<strong>School</strong> psychologists are available for individual testing and<br />
counseling and help in solving educational and personal<br />
problems. Parents should contact the principal or guidance<br />
counselor to arrange an appointment for their child to see a<br />
psychologist. All situations are treated confidentially. If a full<br />
psychological evaluation is requested, it must be processed<br />
through a referral to the Committee on Special Education.<br />
Information on procedures for a referral to the Committee<br />
on Special Education is available at the school and district<br />
level.<br />
SCHOOL COUNSELING<br />
Certified school counselors offer guidance and counseling<br />
programs and services to all middle and high school<br />
students. Students receive academic, career, college and<br />
personal counseling.<br />
SCHOOL EMERGENCY INFORMATION<br />
FOR PARENTS<br />
Planning for possible emergencies in the schools is a high<br />
priority for the <strong>Byram</strong> Hills <strong>School</strong> <strong>District</strong>.<br />
Recognizing the need to coordinate our efforts with<br />
parents, the <strong>District</strong>-Wide Emergency Response Team<br />
would like to provide you with guidance on how to<br />
best deal with an emergency should one occur while your<br />
child is at school.<br />
1. Be confident: Know that our schools and students<br />
annually practice drills for a variety of emergencies,<br />
including various types of evacuations and lockdowns.<br />
These procedures have been observed and critiqued by<br />
local emergency authorities and are reviewed annually<br />
by the <strong>District</strong>-Wide Emergency Response Team.<br />
2. Keep in touch: Be sure your phone is charged and stay<br />
near e-mail as we will use our emergency notification<br />
system to inform you of an emergency. The system will<br />
be used for initial notification and for updates. Be sure<br />
your emergency information is on file and up to date at<br />
school and that the PTSA has your contact information.<br />
You should know that we use the PTSA as a primary<br />
contact for communications and updates during an<br />
emergency.<br />
3. Stay where you are: Don’t come to the schools, as<br />
access in an emergency is usually limited, or completely<br />
cut off in some cases, to maximize protection for the<br />
children. In addition, our schools have limited road<br />
access and additional traffic will slow the progress of<br />
emergency vehicles, which can endanger the children<br />
directly. If you come to the schools, expect delays and<br />
understand that you may be turned away until the crisis<br />
has passed.<br />
4. Be prepared: Discuss school emergencies at home and<br />
cover the following points:<br />
A. Talk to your children about the importance of<br />
following directions during an emergency.<br />
B. Inform children that you may avoid calling them<br />
on their cell phones in emergencies, as unnecessary<br />
noise can create danger in a lockdown.<br />

C. Keep your phone charged and stay near a<br />
computer.<br />
D. Be sure your emergency information is on file<br />
and up-to-date at school.<br />

5. Be a role model: Show your children what adult<br />
calmness and control look like by modeling it when you<br />
are in difficult and stressful situations and they are present.<br />
SPECIAL EDUCATION<br />
Federal and state laws and regulations govern programs and<br />
services for students identified by the Committee on Special<br />
Education/Committee on Pre-school Special Education as<br />
having a disability. Our policies, practices, and procedures<br />
represent a commitment to satisfy these laws, while meeting<br />
the needs of each child. All identified children aged 3 - 21 are<br />
provided with a free, appropriate public education. The<br />
district provides services to meet the academic, social,<br />
management, and physical needs of classified students.<br />
Students are offered support services, which may include<br />
collaborative instruction, a consultant teacher, a resource<br />
room, special class instruction, and/or related services.<br />
STUDENT ASSESSMENTS<br />
The <strong>Byram</strong> Hills <strong>School</strong> <strong>District</strong> uses various forms of assessment<br />
to monitor student progress. Throughout the K-12<br />
program, assessments may include performance, demonstrations,<br />
authentic application of knowledge, portfolios,<br />
quizzes, and tests. New York State has required assessments<br />
in grades 3 - 8 and Regents exams in grades 9-12.<br />
Advanced Placement tests are also administered at BHHS.<br />
TECHNOLOGY<br />
The integration of technology into the curriculum is an<br />
essential component of <strong>Byram</strong> Hills' instructional goals.<br />
Our district is committed to continuous technological<br />
improvements so that all students are prepared with the<br />
21st century skills needed for success in an informationbased,<br />
digital, global society. The district has made a major<br />
commitment to SMARTBoard technology and continues to<br />
expand the effective use of technology tools to enhance<br />
student learning opportunities.
NOTIFICATION OF RIGHTS<br />
FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT PROTECTION OF PUPIL RIGHTS AMENDMENT<br />
A. ACCESS TO, CORRECTION OF AND RELEASE OF<br />
STUDENT RECORDS (FAMILY EDUCATIONAL RIGHTS<br />
AND PRIVACY ACT)<br />
In accordance with the Family Educational Rights and Privacy<br />
Act, the <strong>Byram</strong> Hills Central <strong>School</strong> <strong>District</strong> has adopted a<br />
Student Record Policy to assure that parents and eligible<br />
students have the right to access information contained in<br />
the student’s records and to assure, further, that parents and<br />
eligible students can limit disclosure of certain information<br />
from these records. An eligible student is a student who is 18<br />
years old or a legally emancipated minor, in which case the<br />
rights described in this notification are transferred from the<br />
parent to the student. The rights accorded to parents and<br />
eligible students under the <strong>School</strong> <strong>District</strong>’s policy are set out<br />
below:<br />
1. Parents and eligible students have the right to inspect and<br />
review the student’s education records within 45 days of<br />
the day a request for access is made. Requests may be<br />
addressed to the Principal of the school the student<br />
currently attends, and the Principal will make arrangements<br />
for inspection at a specific time and place. Parents<br />
and eligible students may also direct such a request to<br />
Gregory Carlson, <strong>District</strong> Clerk, at the <strong>School</strong> <strong>District</strong>’s<br />
Administrative Office, 10 Tripp Lane, Armonk, New York<br />
10504 at 273-4198, ext. 5930.<br />
2. The school district will not release information contained in<br />
a student’s education record without prior written consent<br />
of the parent or eligible student, except under those limited<br />
circumstances as permitted by the Family Educational<br />
Rights and Privacy Act. The school district will release such<br />
information without prior notice or consent to school<br />
officials who have a legitimate educational interest in<br />
obtaining access to them in order to perform their professional<br />
responsibilities. 1 In addition, the school district will<br />
forward education records (including student disciplinary<br />
records) without prior notice or consent in response to a<br />
request received from another school in which a student<br />
seeks to enroll.<br />
3. The school district will also release “directory information”<br />
without prior written consent. “Directory information” is<br />
personally-identifiable information that would not be likely<br />
to invade the privacy of a parent or eligible student if<br />
disclosed. It includes the student’s name and address, dates<br />
of attendance, participation in officially recognized activities<br />
and sports, diplomas and awards received, the present and<br />
the most recent previous educational institutions attended,<br />
and photographs or videos depicting students at school<br />
activities or events. Such “directory information” may be<br />
released (among other forms of release) in school publications,<br />
and in media print, electronic and broadcast outlets.<br />
The release of “directory information” is subject to the<br />
following two limitations:<br />
a. In no event will “directory information” be released if<br />
the school district determines that the information<br />
will be used for commercial or fundraising purposes.<br />
b. You may notify the school district that you do not<br />
consent to the release of “directory information.”<br />
To do so, please send the notice in writing to your<br />
building principal. Your request will be effective<br />
through this academic year and must be renewed<br />
annually.<br />
4. A parent or eligible student may ask the <strong>School</strong> <strong>District</strong> to<br />
correct (amend) any part of the student’s education<br />
record which is believed to be inaccurate, misleading or<br />
in violation of the student’s rights. Such requests should<br />
be addressed in the first instance in writing to the<br />
principal of the school the student currently attends,<br />
should clearly identify the portion(s) of the record which<br />
is requested to be changed, and should specify why the<br />
record is believed to be inaccurate, misleading or in<br />
violation of the student’s rights.<br />

5. In case of disagreement with the school district (as to the<br />
appropriateness of an education record to which a<br />
correction has been requested), the parent or eligible<br />
student will be notified of the school district’s decision<br />
and of the right to request a hearing by sending a written<br />
request to the school district addressed to Gregory<br />
Carlson, <strong>District</strong> Clerk, 10 Tripp Lane, Armonk, New York<br />
10504. Upon receipt of such a request, the school district<br />
will furnish additional information regarding the hearing<br />
procedures.<br />
6. A parent or eligible student may also file a complaint with<br />
the United States Department of Education if he or she<br />
believes that the <strong>School</strong> <strong>District</strong> has violated the Family<br />
Educational Rights and Privacy Act with respect to his or<br />
her record.<br />

7. Please note that school systems periodically receive<br />
requests from the United States Armed Forces, pursuant to<br />
the “No Child Left Behind Act of 2001,” for the names,<br />
addresses and telephone numbers of 11th and 12th grade<br />
students so that branches of the military can send<br />
students information about education, technical training<br />
and financial benefits available upon enlistment in the<br />
military. The school district will provide such information<br />
in response to such requests unless the parent or eligible<br />
student withholds consent to such release. To withhold<br />
consent, please send a notice to that effect in writing to<br />
Mr. Chris Borsari, <strong>Byram</strong> Hills High <strong>School</strong> Principal, 12<br />
Tripp Lane, Armonk, New York 10504. Your request will be<br />
effective through this academic year and must be renewed<br />
annually. In addition, please be advised that the <strong>School</strong><br />
<strong>District</strong> is required by law to give military recruiters the<br />
same access to secondary school students as is provided to<br />
postsecondary institutions and prospective employers.<br />
B. UTILIZATION OF AND CONSENT TO SURVEYS AND<br />
EXAMINATIONS OR SCREENINGS ADMINISTERED TO<br />
STUDENTS (PROTECTION OF PUPIL RIGHTS AMENDMENT)<br />
The school district is required by federal law to inform<br />
parents and eligible students about the requirements<br />
applicable to all public school systems with regard to such<br />
activities, and also with respect to certain physical examinations<br />
and/or screenings.<br />

NOTIFICATION OF RIGHTS<br />
1. Parents and eligible students are entitled to notice and<br />
the opportunity either to consent or “opt out” 2 of any<br />
survey (and, upon request to inspect any such survey<br />
instrument) of participation by a student which includes<br />
any of the following eight areas of “protected information” 3 :<br />
• The political affiliations or beliefs of the student or<br />
the student’s parent(s);<br />
• Mental or psychological problems of the student or of<br />
the student’s family;<br />
• Sex behavior or attitudes;<br />
• Illegal, anti-social, self-incriminating or demeaning<br />
behavior;<br />
• Critical appraisals of others with whom survey<br />
subjects have close family relationships;<br />
• Legally-recognized privileged relationships, such as<br />
with lawyers, doctors or religious leaders (ministers,<br />
rabbis, priests, imams, and similar persons);<br />
• The religious practices, affiliations or beliefs of the<br />
student or the student’s parent(s); and<br />
• Income information, other than as may be required to<br />
determine eligibility for a <strong>School</strong> <strong>District</strong> or other<br />
public program.<br />
2. Parents and eligible students have the rights (a) to inspect<br />
upon request, and (b) to “opt out” of participation by a<br />
student in a survey which collects “personal information”<br />
(including such items as a student’s or parent’s first and<br />
last name, address, telephone number or Social Security<br />
number), if such information will be used for marketing or<br />
selling the information so collected, or will be provided to<br />
others for that purpose. However, these inspection and<br />
“opt-out” rights do not apply to the collection, disclosure<br />
or use of “personal information” from students for the<br />
exclusive purpose of developing, evaluating or providing<br />
educational products or services for or to students or<br />
educational institutions. 4<br />
3. Parents and eligible students have the rights (a) to be<br />
notified of, and (b) to “opt out” of any non-emergency,<br />
invasive physical examination 5 or screening which is: (i)<br />
required as a condition of school attendance, (ii) administered<br />
by a public school and scheduled by the school in<br />
advance, and (iii) is not necessary to protect the<br />
immediate health and safety of the student, or of other<br />
students. However, this “opt-out” right does not apply to<br />
physical examinations or screenings which are required<br />
or permitted by New York State law, such as mandatory<br />
vaccinations and regular physical examinations of<br />
students.<br />
4. Parents and eligible students are entitled to inspect, upon<br />
request and before administration or use,<br />
(a) protected information surveys of students;<br />
(b) instruments used to collect personal information<br />
from students for marketing, sales, or other distribution<br />
purposes as described above; and<br />
(c) instructional material used as part of the educational<br />
curriculum.<br />
5. A parent or eligible student may also file a complaint<br />
with the United States Department of Education if he or<br />
she believes that the school district has violated the<br />
Protection of Pupil Rights Amendment with respect to<br />

GRIEVANCE PROCEDURES<br />
The <strong>Byram</strong> Hills Central <strong>School</strong> <strong>District</strong> does not discriminate<br />
on the basis of disability in access to its programs and<br />
activities.<br />
Parents and students may request impartial review with<br />
respect to any action of the school district concerning<br />
identification, evaluation, or educational placement of a<br />
student with a disability who needs or may need special<br />
education or related services. Impartial review can be<br />
requested in a letter to Gregory Stowell or Karen Kushnir,<br />
Section 504/ Title II Coordinators for the school district. The<br />
letter should include identifying information about the<br />
student who is the subject of the appeal, the reasons for the<br />
appeal and a proposed resolution.<br />
Complaints by any individual of discrimination in violation<br />
of Section 504 of the Rehabilitation Act of 1973 or Title II of<br />
the Americans with Disabilities Act of 1990 can also be<br />
addressed through the following grievance procedure:<br />
STEP 1: INFORMAL DISCUSSION WITH BUILDING<br />
PRINCIPAL<br />
Complainants are encouraged to try to resolve problems<br />
promptly through informal dispute resolution. The<br />

1. A “school official” is a person employed by the school district as an<br />
administrator, supervisor, instructor, or support staff member; a person<br />
serving on the Board of Education; a person or entity with whom the<br />
<strong>School</strong> <strong>District</strong> has contracted to perform a special task (such as an<br />
attorney, auditor, medical consultant or therapist); a parent or student<br />
serving on an official committee (such as a disciplinary or grievance<br />
committee, or a Committee on Special Education); and a person assisting<br />
another school official in performing his or her responsibilities.<br />
2. If the survey is funded in whole or in part by the United States<br />
Department of Education, then consent must be obtained before a<br />
student is required to submit to a survey. Even if the survey is not so<br />
funded, notice of the survey and an opportunity to opt out of participation<br />
must be provided.<br />
3. Federal law makes a distinction between surveys of “protected<br />
information” which are funded in whole or in part by the United States<br />
Department of Education (in which case the prior consent of parents and<br />
eligible students must be obtained) and surveys of “protected information”<br />
which are funded from other sources (in which case an “opt-out”<br />
opportunity must be provided).<br />
4. This exception includes the following types of uses: disclosure to<br />
colleges, post-secondary educational institutions and military recruiters;<br />
book clubs, magazines and programs providing access to low-cost<br />
literacy products; curriculum and instructional materials used by elementary<br />
or secondary schools; tests and assessments used by elementary or<br />
secondary schools to provide cognitive, evaluative, diagnostic, clinical,<br />
aptitude or achievement information about students; the sale by students<br />
or products or services to raise funds for school-related or educationrelated<br />
activities; and student recognition programs.<br />
5. An “invasive physical examination” is a medical examination which<br />
involves the exposure of private body parts, or which includes an<br />
incision, insertion or injection into the body. Hearing, vision and scoliosis<br />
screening is not considered to be “invasive.”
NOTIFICATION OF RIGHTS<br />
complainant meets informally with the building principal<br />
and discusses his/her complaint. If the complaint cannot be<br />
resolved informally, the complainant should prepare a brief<br />
written statement describing the discrimination which is the<br />
subject of the complaint and a proposed resolution. The<br />
principal will investigate and will reply with a proposed<br />
resolution or a plan for further investigation within 10<br />
working days of the initial meeting.<br />
STEP 2: WRITTEN COMPLAINT TO SECTION 504 /<br />
TITLE II COORDINATOR<br />
If the complaint is not satisfactorily resolved through Step 1,<br />
the complainant may file a written grievance with the<br />
Section 504/Title II Coordinator. The written grievance must<br />
include:<br />
• A clear statement of the alleged violation.<br />
• The remedy sought by the complainant.<br />
• The complainant’s signature and date.<br />
The coordinator will conduct a full investigation of the<br />
grievance and will prepare a written report of the investigation<br />
that will include:<br />
• A clear statement of allegations of the grievance and<br />
remedy sought.<br />
• A statement of the facts as contended by each party.<br />
• A statement of the facts as found by the coordinator and<br />
evidence to support each fact.<br />
• A list of witnesses interviewed and documents reviewed<br />
during the investigation.<br />
• A narrative describing attempts to resolve the grievance.<br />
• The coordinator’s conclusions on whether the grievance<br />
is valid.<br />
The coordinator will take immediate steps to resolve any<br />
matter of ongoing concern.<br />
If investigation is required, the coordinator’s report and<br />
recommendation will be completed as promptly as possible<br />
but within 45 calendar days of receipt of the written<br />
complaint, unless the parties agree to additional time for<br />
purposes of completing the investigation. Complaints that<br />
are very complex, that require access to sources not readily<br />
available, or that are received immediately before or during<br />
the summer vacation or school vacation periods may require<br />
additional time.<br />
If the coordinator finds that the grievance is valid, the<br />
coordinator will recommend appropriate action to the<br />
superintendent.<br />
A copy of the report will be provided to the complainant. If<br />
the superintendent agrees with the recommendations of the<br />
coordinator, the recommendations will be implemented.<br />
STEP 3: APPEAL TO BOARD OF EDUCATION<br />
If the complaint is not satisfactorily resolved through Step 2,<br />
the complainant may file a written appeal to the Board of<br />
Education. The appeal, which must be filed within 10 days of<br />
the superintendent’s decision, must include copies of the<br />
disposition at Step 1, if applicable, the written complaint, the<br />
coordinator’s report and the superintendent’s decision.<br />
The appeal will be considered by the Board of Education<br />
within 30 days or at the next scheduled board meeting after<br />
the appeal has been filed. Any documents to be reviewed by<br />
the board must be submitted at least five working days<br />
before the meeting at which the appeal will be heard. Within<br />
10 days of considering the appeal, the board will issue a<br />
written decision through the superintendent’s office.<br />

THE PTSA<br />
The <strong>Byram</strong> Hills Parent-Teacher-Student Association<br />
(PTSA) is the local unit of the National Parent Teacher<br />
Association (PTA), the largest volunteer child advocacy<br />
association in the nation. PTA programs are created to<br />
organize and support parent involvement in children's<br />
education. One of the most prevalent and consistent<br />
findings in the research on good schools is that parent<br />
involvement and support makes a significant difference<br />
in student success.<br />
The mission of the <strong>Byram</strong> Hills PTSA is to promote<br />
the growth of all children in our district by partnering<br />
with students, parents, teachers, staff, administration,<br />
and our community and providing:<br />
• programs and services for students and their families;<br />
• advocacy on behalf of the education and well-being<br />
of all children; and<br />
• support to the district and other volunteer organizations<br />
in our district for the education and well-being<br />
of all children.<br />
Our PTSA is made up of an executive board<br />
consisting of a President, Treasurer, Corresponding<br />
Secretary, Recording Secretary, Vice President of<br />
Membership, Vice President of Fundraising, four<br />
building level Vice Presidents (one at each school), and<br />
teacher liaisons from each school.<br />
Each school has its own PTSA board, which is<br />
headed by the building VP and consists of committee<br />
chairs and committee members. While PTSA goals are<br />
consistent throughout the district, the committees and<br />
programs are tailored to each school’s grade levels.<br />

Since its inception in 1994, the <strong>Byram</strong> Hills Education<br />
Foundation (BHEF) has provided financial support to<br />
the teachers and school administrators for creative<br />
programs and equipment not normally included in the<br />
school district’s annual operating budget. The BHEF is<br />
a not-for-profit corporation governed by a Board of<br />
Directors representing a broad spectrum of the <strong>Byram</strong><br />
Hills community. Its mission is to generate community<br />
support to fund innovative grants that encourage<br />
learning and personal development. Foundation<br />
funding has encouraged teachers to “think outside the<br />
box” in providing students with enriching curriculumbased<br />
learning opportunities. Over the last 18 years<br />
the BHEF has awarded nearly 300 grants totaling more<br />

PESTICIDES<br />
While <strong>Byram</strong> Hills <strong>School</strong> <strong>District</strong> relies on strategies<br />
other than pesticides as its primary control of pests,<br />
the occasional use of pesticides is necessary. Only<br />
certified individuals are allowed to apply these<br />
materials and only when no people are in a building<br />
or on a school field. <strong>Byram</strong> Hills will notify anyone<br />
who desires 48 hours prior to applying pesticides.<br />

VISITORS TO THE SCHOOLS<br />
Visitors are welcome in our schools. Please begin your<br />

school events must observe all the rules and guidelines<br />

resources. At the secondary level, guidance counselors<br />
and department chairs are also available. The PTSA<br />
holds regular meetings with school administrators to<br />
discuss matters of general interest to the parent body.<br />
