In an environment of mutual respect, the Byram Hills
School District and its community will provide
students with the means, the knowledge, and the
opportunity to excel in order to become productive
and responsible citizens of the 21st century.
OUR PHILOSOPHY
The district philosophy, found in the foreword of the
Board of Education Policy Book, honors the value of a
free public education, the importance of an informed
citizenry, the objective of addressing each student as an
individual, and a belief in lifelong learning.
OUR VISION STATEMENT
As the Board of Education for the Byram Hills Central
School District plans for the future, it seeks to provide
a healthy and safe environment so students may
achieve:
• academic excellence
• social development
• computer proficiency
• global perspective
• artistic enlightenment
• physical fitness
• individual and cooperative learning skills
ADDITIONAL INFORMATION
policy, please consult the Board of Education Policy
Book, available on the district’s website and in the
administration building, located on the high school
campus. For detailed information about the rules,
EMERGENCY CLOSINGS & DISMISSALS
EMERGENCY CLOSINGS AND DISMISSALS
On bad weather days, the superintendent confers
with the director of transportation, who reviews the
condition of district roads and consults local weather
services, the town highway department, and other
directors of transportation before advising a course
of action. A final decision is made at approximately
6:00 am. The district uses an emergency calling
system to notify parents. If an early dismissal is
necessary, announcements are also made on area
radio and TV stations. Please listen to WHUD 100.7
FM, WFAS 103.9 FM, Channel 12 News, or log on to
the district’s website (www.byramhills.org) for
information about school closings. The district's
emergency hotline number is 273-7250.
SNOW DAYS
Four snow days have been built into the 2012-
2013 calendar. If no days are used, school will be
closed May 23, May 24 and May 28. If one day is
used, school will be closed May 24 and May 28. If
two days are used, school will be closed May 24.
If three or four days are used, the calendar stands
as printed.
In the event that school must be closed due to
emergency conditions for more than the four
allocated days, the necessary number of days will
be made up using March 25 as the first make-up
day, March 26 as the second make-up day, and
March 27 as the third make-up day. As new NYS
testing requirements are announced, some
calendar adjustments may be necessary.
OUR GUIDELINES FOR PARENTS
ATTENDANCE
Daily attendance and promptness to school are
essential to learning. Lateness and early dismissals
will be treated as absences. If a child is absent,
please call the school on the first day. A written
excuse is required when the child returns to
school. Students should have verification from a
physician for doctor appointments. For further
clarification, please review the district’s attendance
policy which is on the district website.
BACK-TO-SCHOOL NIGHTS
Back-to-School nights are held at each school to
meet teachers, and to review their expectations,
requirements, and course syllabi. Individual
student issues are not discussed at this time.
Please check this calendar for dates.
BUSES & TRANSPORTATION
TEL: 273-4245
Bus schedules are created by the Department of
Transportation. Parents are requested to review the
stop locations and times carefully. Students should
arrive at their stop five minutes prior to the
designated pick-up time. They are to ride on their
regular bus unless they bring a note from home
and receive permission to do otherwise. Modified
routes following main roads are available to middle
and high school students attending after-school
activities.
Requests for transportation to non-public
schools must be made in writing each year by
April 1 of the current year. Families who enter
the district after April 1 have 30 days after
establishing residency to apply, but no later than
August 1 of the current year.
CENSUS
The district maintains an accurate census for state
reporting, mailing, and voter registration lists, and
for projecting enrollment. Residents are requested
to report all changes in residency or births to
Ms. Joan Krantz, Census Coordinator, at 273-4084
ext. 6930.
KINDERGARTEN REGISTRATION
Children must be 5 years old on or before Dec. 1
of the year that they will enter school to be
eligible for kindergarten. Registration requirements
include proof of date of birth, residency, and
complete immunization certificates.
LUNCH PROGRAM
All schools serve a nutritious hot lunch that conforms
to state requirements. The 2012 - 2013 lunch prices
are $2.75 for all students. Milk is 50 cents. Lunch can
be purchased at each school on a daily basis with
cash or with your child's prepaid lunch account.
Parents can pre-pay by sending a check made payable
to Byram Hills Central School District and brought to
your child's school main office or cafeteria, or with a
credit card at www.mealpayplus.com.
Byram Hills participates in the National School
Lunch Program, which provides free or reduced
price lunches to all eligible families. Applications and
eligibility standards are available on the district's
website. Applications are also available in each
building. Reduced price lunches are 25 cents.
OUR GUIDELINES FOR PARENTS
PARENT-TEACHER CONFERENCES
Routine parent-teacher conferences are scheduled
on a regular basis in the elementary schools.
Parents may contact teachers at all levels at any
time during the year to arrange a special conference.
Teachers will be available for afternoon and
evening conferences coinciding with December
and March report cards on the elementary level,
after the first and second report cards at the
middle school, and after the first quarter at the
high school. Parents are encouraged to call
teachers with student concerns.
REPORT CARDS
Elementary report cards are issued in December,
March, and June; progress reports in art, music, and
physical education are provided in January and
June. Middle school students receive report cards
every 10 weeks; supplementary reports are issued
midway through each marking period. The high
school also issues report cards every 10 weeks,
with supplementary reports given as needed
midway through the marking period.
TAX INFORMATION
The New York State income tax form requires you
to list the name and code of the public school
district in which you reside. The Byram Hills code
number is 023.
DISTRICT COMMITTEES
Each year, multi-constituency committees may meet to advise the Board of Education on matters of
importance. Some committees function for several years, while others meet for a defined period of time.
Examples include the Curriculum Committee and Health Advisory Committee. Other committees are created
as needs arise. Individuals may volunteer or be appointed to committees through the Parent-Teacher-Student
Association (PTSA) or site-based teams. When new committees are created, they are publicized through On
board, local newspapers, school newsletters, the PTSA Glimpses newsletter, or direct mailings.
SITE-BASED TEAMS
Each school has a site-based team that consists of parents, teachers, and administrators, and at the high
school level, students. Site-based teams develop school goals for their work and annually assess their
progress toward those goals. Goals focus on district initiatives; examples include Character Education,
Sustainability, and Cultural Proficiency.
WORKING PAPERS
Working papers, required for anyone under 18
years of age seeking employment, are available in
the high school office. The requirements include
proof of age, a medical report, and an application
signed by a legal guardian.
variety of specialized programs and pooled services to
member school districts. All Byram Hills High School
students are eligible to enroll in occupational education
courses. BOCES also provides services for district children
with physical, mental, emotional, or perceptual differences.
HEALTH SERVICES
Physical Examinations
Each student entering school for the first time is required
to submit proof of physical examination by a certified
New York State health care provider and required
immunizations. This documentation is the responsibility of
the parent or guardian. Students in grades kindergarten,
two, four, seven and 10 are also required to have a
physical examination, including Body Mass Index and
Weight Status Category. Additionally, all students who
participate in interscholastic athletics are required to
have an annual physical examination prior to participation.
These exams are best performed by the student’s
personal physician and submitted to the school nurse.
Physical examination (health appraisal) forms are
available on the district website. If a student has no other
means of obtaining a physical examination, the School
Physician or Nurse Practitioner will perform the exam.
The student must see the School Nurse to make an
appointment and pick up the required history and
permission forms.
Required New York State Screenings
Vision: Distance acuity for all newly entering students
in K, 1, 2, 3, 5, 7, and 10. Near vision acuity,
hyperopia, and color perception for all newly
entering students in any grade.
Hearing: All newly entering students and students in K,
1, 3, 5, 7, and 10.
Scoliosis: All students in grades 5 - 9.
Dental: Requested for all newly entering students
and those in K, 2, 4, 7, and 10.
Administration of Medication
Medication may be administered in school with the
permission of a student’s parents and physician. This
includes prescription and over-the-counter medications.
Medication must be given to the school nurse by the
23
parent and be contained in the original prescription
bottle. Medication orders must include: the student’s full
name and date of birth, medication name, dosage and
route of administration, frequency and time of administration,
indications, date written, and prescriber’s name, title,
signature and phone number. Students cannot carry their
own medication into school at any time. Students
prescribed inhalers and EpiPens must be “self-directed” as
determined by the parents, physician, and school nurse to
carry these medications. Medication administration forms
are available on the district website.
Illness
In order to keep our schools and students healthy, children
who have been sick cannot attend school until they are no
longer contagious. In order for students to return to
school, we require that there be at least 24 hours:
• without fever (in the absence of fever-reducing
medications)
• without vomiting or diarrhea
• on appropriate antibiotic therapy for a diagnosed
infection (strep throat, ear infection, bronchitis, etc.)
• a bad cold with a very runny nose or bad cough,
especially if the child has been awake all night
• head lice - until treated per healthcare provider's
instructions.
If your child becomes ill at school and is too sick to
benefit from school or is contagious to other children,
you will be called to come and take your child home. It is
essential we have a phone number where you can be
contacted during the day and an emergency number in
the event that you cannot be reached. Please be sure that
arrangements can be made to transport your child home
from school and that childcare is available in case of
illness. If your daytime or emergency telephone number
changes during the school year, please notify the main
office immediately.
Please refer to the district website for additional
information.
OUR SCHOOL PROGRAMS AND SERVICES
LANGUAGE ARTS & MATH SUPPORT SERVICES
At The Coman Hill School, small group reading and writing
remediation is offered through both instruction and support.
At The Wampus School, reading and math specialists continue
this small group support for students. At H.C. Crittenden
Middle School, dual-certified special education/reading and
math teachers provide academic services. Support for
students in grades 5 - 8 focuses on reading, writing, organizational
skills development, and math skills assistance. At the
Byram Hills High School, a resource room/academic services
program is available. The district also provides required
academic intervention services for students not meeting state
standards as assessed through the state assessment program.
LIBRARY MEDIA SERVICES
Each school is staffed by one or two library media specialists
and library aides. The libraries support instruction in
Byram Hills by providing high quality resources on topics
of both curricular and personal interest to students with a
diverse range of needs. Through the use of printed,
technological, digital, and visual resources, the library
program's goals are to teach students how to conduct
research by accessing, evaluating, and using information,
and to guide them in appreciating literature and thinking
critically about fiction and nonfiction texts.
PSYCHOLOGICAL SERVICES
School psychologists are available for individual testing and
counseling and help in solving educational and personal
problems. Parents should contact the principal or guidance
counselor to arrange an appointment for their child to see a
psychologist. All situations are treated confidentially. If a full
psychological evaluation is requested, it must be processed
through a referral to the Committee on Special Education.
Information on procedures for a referral to the Committee
on Special Education is available at the school and district
level.
SCHOOL COUNSELING
Certified school counselors offer guidance and counseling
programs and services to all middle and high school
students. Students receive academic, career, college and
personal counseling.
SCHOOL EMERGENCY INFORMATION
FOR PARENTS
Planning for possible emergencies in the schools is a high
priority for the Byram Hills School District.
Recognizing the need to coordinate our efforts with
parents, the District-Wide Emergency Response Team
would like to provide you with guidance on how to
best deal with an emergency should one occur while your
child is at school.
1. Be confident: Know that our schools and students
annually practice drills for a variety of emergencies,
including various types of evacuations and lockdowns.
These procedures have been observed and critiqued by
local emergency authorities and are reviewed annually
by the District-Wide Emergency Response Team.
2. Keep in touch: Be sure your phone is charged and stay
near e-mail as we will use our emergency notification
system to inform you of an emergency. The system will
be used for initial notification and for updates. Be sure
your emergency information is on file and up to date at
school and that the PTSA has your contact information.
You should know that we use the PTSA as a primary
contact for communications and updates during an
emergency.
3. Stay where you are: Don’t come to the schools, as
access in an emergency is usually limited, or completely
cut off in some cases, to maximize protection for the
children. In addition, our schools have limited road
access and additional traffic will slow the progress of
emergency vehicles, which can endanger the children
directly. If you come to the schools, expect delays and
understand that you may be turned away until the crisis
has passed.
4. Be prepared: Discuss school emergencies at home and
cover the following points:
A. Talk to your children about the importance of
following directions during an emergency.
B. Inform children that you may avoid calling them
on their cell phones in emergencies, as unnecessary
noise can create danger in a lockdown.
24
C. Keep your phone charged and stay near a
computer.
D. Be sure your emergency information is on file
and up-to-date at school.
E. Bookmark the district homepage:
www.byramhills.org, and the PTSA
homepage: www.bhptsa.org.
5. Be a role model: Show your children what adult
calmness and control look like by modeling it when you
are in difficult and stressful situations and they are present.
SPECIAL EDUCATION
Federal and state laws and regulations govern programs and
services for students identified by the Committee on Special
Education/Committee on Pre-school Special Education as
having a disability. Our policies, practices, and procedures
represent a commitment to satisfy these laws, while meeting
the needs of each child. All identified children aged 3 - 21 are
provided with a free, appropriate public education. The
district provides services to meet the academic, social,
management, and physical needs of classified students.
Students are offered support services, which may include
collaborative instruction, a consultant teacher, a resource
room, special class instruction, and/or related services.
STUDENT ASSESSMENTS
The Byram Hills School District uses various forms of assessment
to monitor student progress. Throughout the K-12
program, assessments may include performance, demonstrations,
authentic application of knowledge, portfolios,
quizzes, and tests. New York State has required assessments
in grades 3 - 8 and Regents exams in grades 9-12.
Advanced Placement tests are also administered at BHHS.
TECHNOLOGY
The integration of technology into the curriculum is an
essential component of Byram Hills' instructional goals.
Our district is committed to continuous technological
improvements so that all students are prepared with the
21st century skills needed for success in an informationbased,
digital, global society. The district has made a major
commitment to SMARTBoard technology and continues to
expand the effective use of technology tools to enhance
student learning opportunities.

NOTIFICATION OF RIGHTS
A. ACCESS TO, CORRECTION OF AND RELEASE OF
STUDENT RECORDS (FAMILY EDUCATIONAL RIGHTS
AND PRIVACY ACT)
In accordance with the Family Educational Rights and Privacy
Act, the Byram Hills Central School District has adopted a
Student Record Policy to assure that parents and eligible
students have the right to access information contained in
the student’s records and to assure, further, that parents and
eligible students can limit disclosure of certain information
from these records. An eligible student is a student who is 18
years old or a legally emancipated minor, in which case the
rights described in this notification are transferred from the
parent to the student. The rights accorded to parents and
eligible students under the School District’s policy are set out
below:
1. Parents and eligible students have the right to inspect and
review the student’s education records within 45 days of
the day a request for access is made. Requests may be
addressed to the Principal of the school the student
currently attends, and the Principal will make arrangements
for inspection at a specific time and place. Parents
and eligible students may also direct such a request to
Gregory Carlson, District Clerk, at the School District’s
Administrative Office, 10 Tripp Lane, Armonk, New York
10504 at 273-4198, ext. 5930.
2. The school district will not release information contained in
a student’s education record without prior written consent
of the parent or eligible student, except under those limited
circumstances as permitted by the Family Educational
Rights and Privacy Act. The school district will release such
information without prior notice or consent to school
officials who have a legitimate educational interest in
obtaining access to them in order to perform their professional
responsibilities. 1 In addition, the school district will
forward education records (including student disciplinary
records) without prior notice or consent in response to a
request received from another school in which a student
seeks to enroll.
3. The school district will also release “directory information”
without prior written consent. “Directory information” is
personally-identifiable information that would not be likely
to invade the privacy of a parent or eligible student if
disclosed. It includes the student’s name and address, dates
of attendance, participation in officially recognized activities
and sports, diplomas and awards received, the present and
the most recent previous educational institutions attended,
and photographs or videos depicting students at school
activities or events. Such “directory information” may be
released (among other forms of release) in school publications,
and in media print, electronic and broadcast outlets.
The release of “directory information” is subject to the
following two limitations:
a. In no event will “directory information” be released if
the school district determines that the information
will be used for commercial or fundraising purposes.
b. You may notify the school district that you do not
consent to the release of “directory information.”
To do so, please send the notice in writing to your
building principal. Your request will be effective
through this academic year and must be renewed
annually.
4. A parent or eligible student may ask the School District to
correct (amend) any part of the student’s education
record which is believed to be inaccurate, misleading or
in violation of the student’s rights. Such requests should
be addressed in the first instance in writing to the
principal of the school the student currently attends,
should clearly identify the portion(s) of the record which
is requested to be changed, and should specify why the
record is believed to be inaccurate, misleading or in
violation of the student’s rights.
25
5. In case of disagreement with the school district (as to the
appropriateness of an education record to which a
correction has been requested), the parent or eligible
student will be notified of the school district’s decision
and of the right to request a hearing by sending a written
request to the school district addressed to Gregory
Carlson, District Clerk, 10 Tripp Lane, Armonk, New York
10504. Upon receipt of such a request, the school district
will furnish additional information regarding the hearing
procedures.
6. A parent or eligible student may also file a complaint with
the United States Department of Education if he or she
believes that the School District has violated the Family
Educational Rights and Privacy Act with respect to his or
her record.
Complaints should be addressed as follows:
Family Policy Compliance Office
U.S. Department of Education
400 Maryland Avenue, S.W.
Washington, D.C. 20202-4605
7. Please note that school systems periodically receive
requests from the United States Armed Forces, pursuant to
the “No Child Left Behind Act of 2001,” for the names,
addresses and telephone numbers of 11th and 12th grade
students so that branches of the military can send
students information about education, technical training
and financial benefits available upon enlistment in the
military. The school district will provide such information
in response to such requests unless the parent or eligible
student withholds consent to such release. To withhold
consent, please send a notice to that effect in writing to
Mr. Chris Borsari, Byram Hills High School Principal, 12
Tripp Lane, Armonk, New York 10504. Your request will be
effective through this academic year and must be renewed
annually. In addition, please be advised that the School
District is required by law to give military recruiters the
same access to secondary school students as is provided to
postsecondary institutions and prospective employers.
B. UTILIZATION OF AND CONSENT TO SURVEYS AND
EXAMINATIONS OR SCREENINGS ADMINISTERED TO
STUDENTS (PROTECTION OF PUPIL RIGHTS AMENDMENT)
The school district is required by federal law to inform
parents and eligible students about the requirements
applicable to all public school systems with regard to such
activities, and also with respect to certain physical examinations
and/or screenings.
continued on page 26

NOTIFICATION OF RIGHTS
1. Parents and eligible students are entitled to notice and
the opportunity either to consent or “opt out” 2 of any
survey (and, upon request to inspect any such survey
instrument) of participation by a student which includes
any of the following eight areas of “protected information” 3 :
• The political affiliations or beliefs of the student or
the student’s parent(s);
• Mental or psychological problems of the student or of
the student’s family;
• Sex behavior or attitudes;
• Illegal, anti-social, self-incriminating or demeaning
behavior;
• Critical appraisals of others with whom survey
subjects have close family relationships;
• Legally-recognized privileged relationships, such as
with lawyers, doctors or religious leaders (ministers,
rabbis, priests, imams, and similar persons);
• The religious practices, affiliations or beliefs of the
student or the student’s parent(s); and
• Income information, other than as may be required to
determine eligibility for a School District or other
public program.
2. Parents and eligible students have the rights (a) to inspect
upon request, and (b) to “opt out” of participation by a
student in a survey which collects “personal information”
(including such items as a student’s or parent’s first and
last name, address, telephone number or Social Security
number), if such information will be used for marketing or
selling the information so collected, or will be provided to
others for that purpose. However, these inspection and
“opt-out” rights do not apply to the collection, disclosure
or use of “personal information” from students for the
exclusive purpose of developing, evaluating or providing
educational products or services for or to students or
educational institutions. 4
3. Parents and eligible students have the rights (a) to be
notified of, and (b) to “opt out” of any non-emergency,
invasive physical examination 5 or screening which is: (i)
required as a condition of school attendance, (ii) administered
by a public school and scheduled by the school in
advance, and (iii) is not necessary to protect the
immediate health and safety of the student, or of other
students. However, this “opt-out” right does not apply to
physical examinations or screenings which are required
or permitted by New York State law, such as mandatory
vaccinations and regular physical examinations of
students.
4. Parents and eligible students are entitled to inspect, upon
request and before administration or use,
(a) protected information surveys of students;
(b) instruments used to collect personal information
from students for marketing, sales, or other distribution
purposes as described above; and
(c) instructional material used as part of the educational
curriculum.
5. A parent or eligible student may also file a complaint
with the United States Department of Education if he or
she believes that the school district has violated the
Protection of Pupil Rights Amendment with respect to
him or her. Complaints should be addressed as follows:
Family Policy Compliance Office
U.S. Department of Education
400 Maryland Avenue, S.W.
SECTION 504 OF THE REHABILITATION
ACT TITLE II OF THE AMERICANS WITH
DISABILITIES ACT OF 1990
GRIEVANCE PROCEDURES
The Byram Hills Central School District does not discriminate
on the basis of disability in access to its programs and
activities.
Parents and students may request impartial review with
respect to any action of the school district concerning
identification, evaluation, or educational placement of a
student with a disability who needs or may need special
education or related services. Impartial review can be
requested in a letter to Gregory Stowell or Karen Kushnir,
Section 504/ Title II Coordinators for the school district. The
letter should include identifying information about the
student who is the subject of the appeal, the reasons for the
appeal and a proposed resolution.
Complaints by any individual of discrimination in violation
of Section 504 of the Rehabilitation Act of 1973 or Title II of
the Americans with Disabilities Act of 1990 can also be
addressed through the following grievance procedure:
STEP 1: INFORMAL DISCUSSION WITH BUILDING
PRINCIPAL
Complainants are encouraged to try to resolve problems
promptly through informal dispute resolution. The
continued on page 27
26
1. A “school official” is a person employed by the school district as an
administrator, supervisor, instructor, or support staff member; a person
serving on the Board of Education; a person or entity with whom the
School District has contracted to perform a special task (such as an
attorney, auditor, medical consultant or therapist); a parent or student
serving on an official committee (such as a disciplinary or grievance
committee, or a Committee on Special Education); and a person assisting
another school official in performing his or her responsibilities.
2. If the survey is funded in whole or in part by the United States
Department of Education, then consent must be obtained before a
student is required to submit to a survey. Even if the survey is not so
funded, notice of the survey and an opportunity to opt out of participation
must be provided.
3. Federal law makes a distinction between surveys of “protected
information” which are funded in whole or in part by the United States
Department of Education (in which case the prior consent of parents and
eligible students must be obtained) and surveys of “protected information”
which are funded from other sources (in which case an “opt-out”
opportunity must be provided).
4. This exception includes the following types of uses: disclosure to
colleges, post-secondary educational institutions and military recruiters;
book clubs, magazines and programs providing access to low-cost
literacy products; curriculum and instructional materials used by elementary
or secondary schools; tests and assessments used by elementary or
secondary schools to provide cognitive, evaluative, diagnostic, clinical,
aptitude or achievement information about students; the sale by students
or products or services to raise funds for school-related or educationrelated
activities; and student recognition programs.
5. An “invasive physical examination” is a medical examination which
involves the exposure of private body parts, or which includes an
incision, insertion or injection into the body. Hearing, vision and scoliosis
screening is not considered to be “invasive.”

NOTIFICATION OF RIGHTS
complainant meets informally with the building principal
and discusses his/her complaint. If the complaint cannot be
resolved informally, the complainant should prepare a brief
written statement describing the discrimination which is the
subject of the complaint and a proposed resolution. The
principal will investigate and will reply with a proposed
resolution or a plan for further investigation within 10
working days of the initial meeting.
STEP 2: WRITTEN COMPLAINT TO SECTION 504 /
TITLE II COORDINATOR
If the complaint is not satisfactorily resolved through Step 1,
the complainant may file a written grievance with the
Section 504/Title II Coordinator. The written grievance must
include:
• A clear statement of the alleged violation.
• The remedy sought by the complainant.
• The complainant’s signature and date.
The coordinator will conduct a full investigation of the
grievance and will prepare a written report of the investigation
that will include:
• A clear statement of allegations of the grievance and
remedy sought.
• A statement of the facts as contended by each party.
• A statement of the facts as found by the coordinator and
evidence to support each fact.
• A list of witnesses interviewed and documents reviewed
during the investigation.
• A narrative describing attempts to resolve the grievance.
• The coordinator’s conclusions on whether the grievance
is valid.
The coordinator will take immediate steps to resolve any
matter of ongoing concern.
If investigation is required, the coordinator’s report and
recommendation will be completed as promptly as possible
but within 45 calendar days of receipt of the written
complaint, unless the parties agree to additional time for
purposes of completing the investigation. Complaints that
are very complex, that require access to sources not readily
available, or that are received immediately before or during
the summer vacation or school vacation periods may require
additional time.
If the coordinator finds that the grievance is valid, the
coordinator will recommend appropriate action to the
superintendent.
A copy of the report will be provided to the complainant. If
the superintendent agrees with the recommendations of the
coordinator, the recommendations will be implemented.
STEP 3: APPEAL TO BOARD OF EDUCATION
If the complaint is not satisfactorily resolved through Step 2,
the complainant may file a written appeal to the Board of
Education. The appeal, which must be filed within 10 days of
the superintendent’s decision, must include copies of the
disposition at Step 1, if applicable, the written complaint, the
coordinator’s report and the superintendent’s decision.
The appeal will be considered by the Board of Education
within 30 days or at the next scheduled board meeting after
the appeal has been filed. Any documents to be reviewed by
the board must be submitted at least five working days
before the meeting at which the appeal will be heard. Within
10 days of considering the appeal, the board will issue a
written decision through the superintendent’s office.
OCR COMPLAINT
At any stage in this grievance procedure, the complainant
has the right to file a formal complaint with the Office of
Civil Rights, U. S. Department of Education, 32 Old Slip,
26th Floor, New York, NY. Telephone: (646) 428-3800 or
(877) 521-2172 (TDD). E-mail: OCR.NewYork@ed.gov.
OUR SCHOOLS AND COMMUNITY
THE PTSA
The Byram Hills Parent-Teacher-Student Association
(PTSA) is the local unit of the National Parent Teacher
Association (PTA), the largest volunteer child advocacy
association in the nation. PTA programs are created to
organize and support parent involvement in children's
education. One of the most prevalent and consistent
findings in the research on good schools is that parent
involvement and support makes a significant difference
in student success.
The mission of the Byram Hills PTSA is to promote
the growth of all children in our district by partnering
with students, parents, teachers, staff, administration,
and our community and providing:
• programs and services for students and their families;
• advocacy on behalf of the education and well-being
of all children; and
• support to the district and other volunteer organizations
in our district for the education and well-being
of all children.
Our PTSA is made up of an executive board
consisting of a President, Treasurer, Corresponding
Secretary, Recording Secretary, Vice President of
Membership, Vice President of Fundraising, four
building level Vice Presidents (one at each school), and
teacher liaisons from each school.
Each school has its own PTSA board, which is
headed by the building VP and consists of committee
chairs and committee members. While PTSA goals are
consistent throughout the district, the committees and
programs are tailored to each school’s grade levels.
Enhancing Education. Every School. Every Day.
Since its inception in 1994, the Byram Hills Education
Foundation (BHEF) has provided financial support to
the teachers and school administrators for creative
programs and equipment not normally included in the
school district’s annual operating budget. The BHEF is
a not-for-profit corporation governed by a Board of
Directors representing a broad spectrum of the Byram
Hills community. Its mission is to generate community
support to fund innovative grants that encourage
learning and personal development. Foundation
funding has encouraged teachers to “think outside the
box” in providing students with enriching curriculumbased
learning opportunities. Over the last 18 years
the BHEF has awarded nearly 300 grants totaling more
than $3 million. To find out more about the BHEF and
COMMUNICATION
The Board of Education, the administration, faculty,
staff, and the PTSA of the Byram Hills School District
work diligently during the course of the year to
encourage excellent communication with our
community. There are a number of vehicles in place to
insure that the lines of communication remain open
at both the school and district levels. These include:
the Board of Education’s newsletter On board, the
2012-2013 district calendar, the district newsletter
SPECTRUM, the district website (www.byramhills.org),
BobcatTV (Cablevision channel 20, Verizon channel 38,
and www.BobcatTV.org), the Byram Hills budget
brochure, school newsletters, weekly bulletins at the
elementary and middle school levels, daily announcements
at the middle and high school levels, principals’
newsletters and coffees, school handbooks, the local
press, the PTSA website, www.bhptsa.org, and the
Student Directory published by the PTSA. A telephone
directory is provided on pages 30 - 31 of this calendar,
as well as in the PTSA Student Directory, for your
convenience. In addition, staff members can usually be
contacted by e-mail, using their first initial and their last
name, followed by @byramhills.org.
PESTICIDES
While Byram Hills School District relies on strategies
other than pesticides as its primary control of pests,
the occasional use of pesticides is necessary. Only
certified individuals are allowed to apply these
materials and only when no people are in a building
or on a school field. Byram Hills will notify anyone
who desires 48 hours prior to applying pesticides.
To receive notification, contact Mr. Steve Thompson,
Director of School Facilities, Operations and
Maintenance, at 273-4084 ext. 6912.
VISITORS TO THE SCHOOLS
Visitors are welcome in our schools. Please begin your
visit by obtaining a pass at the main office. All Byram
Hills schools and school properties are smoke-free. In
the interest of our children, visitors to the schools and
school events must observe all the rules and guidelines
that apply to students and staff. Thank you in advance
for your cooperation. District policy on visitors may be
