6. The job contract will be awarded initially for a period of two years. It is extendable for further period based on review of the performance of the manpower and the Agency. 7. The Agency shall be responsible for getting the character and antecedents of the persons verified from the Police Authorities before putting any person to work and that person should be free from any communicable disease. A certificate to this effect will be provided by the agency at the time of deployment of staff. 8. Any violations of these terms and conditions will lead to termination of the job contract with the Agency, forfeiture of the security amount and blacklisting of the agency for future jobs. 9. Any legal disputes arising out of the Job contract will be settled in Delhi Courts only. Qualitative Assessment of Technical bids will be done on the basis of above requirements and a Shortlist of Agencies will be made out of the available offers. Financial Bids of the shortlisted technical bids only will be opened for the purpose of awarding the job. C. Manner of submission of tender documents. The ‘Technical Bid’ and ‘Financial Bid’ are to be submitted in separate sealed envelopes and both these sealed envelopes containing the technical and Financial Bid may again be put in a separate sealed envelope & be dropped in the tender box available at reception counter of this office latest by 10.09.2012 upto 1.00 PM. If it is not done as per the procedure indicated above, then both the bids shall be rejected. Tender by Speed/Registered post addressed to Sh. R. C. Kandera, Deputy Secretary (Admn.) UGC, New Delhi must reach by 10.09.2012 upto 1.00 PM. UGC will not be responsible for any postal delay. The names of the agency /organization must be clearly mentioned on all the sealed envelopes. Tenders received after the due date shall be rejected. D. Opening of tender Technical bids will be opened at 3.00 PM on 10.09.2012 in presence of authorized representatives of the firms available at that time by the Committee constituted for the purpose. 4. GENERAL TERMS AND CONDITIONS 1. All services shall be performed by persons qualified and skilled in performing such services as per the eligibility criteria indicated for each category. 2. The persons supplied by the Agency should not have any Police Records/Criminal cases against them. The agency should make adequate enquiries about the character and antecedents of the persons whom they are recommending. The character and antecedents of each personnel of the service provider will be got verified by the service provider before their deployment after investigation by the Local Police & collecting proofs or identity like Driving License, Bank Account Details, Previous Work Experience, Proof of Residence and recent photograph and a certification to this effect submitted to the UGC office. The service provider will also ensure that the personnel deployed are medically fit and will keep in record a certificate of their medical fitness. The Service Provider shall withdraw such employees who are not found suitable by this office for any reasons immediately on receipt of such a request. 3. That the persons deputed shall not be below the age of 18 years and they shall not interfere with the duties of the employees of the UGC Office. 4. The service provider has to provide photo identity cards to the persons employed by him/her for carrying out the work. These cards are to be constantly displayed & their loss reported immediately. The service provider shall ensure proper conduct of these persons in office premises, and enforce prohibition of consumption of alcoholic drinks, Paan, Smoking, Loitering without work and gambling. 5. The transportation food, Medical and other statutory / legal requirements in respect of each personnel of the service provider shall be responsibility of the Service Provider. 6. There should be no unattested cutting / Over-writing in the tender documents Otherwise, the tender is liable to be rejected. 7. The man-power employed by the Agency should work as per the working days and timings of UGC. No extra wages will be paid for attending the office on weekends / holidays / late sitting. The normal office working hours shall be from 9.00 AM to 5.30 PM. The incumbent will be given one day paid rest after six continuous working days. If he/she is called on duty on such day (7 th day after six continuous working day), he/she will be paid pro-rata extra wage equal to 1/30 th of monthly wages normally admissible as per Government of NCT of Delhi orders. If the incumbent remains absent for a specific period and no substitute is provided, the wages for the period of absence will not be allowed. But for the holidays or weekends prefixed/suffixed to such absence period, wages will be allowed. However, no wages will be allowed for the holidays or weekends falling in between the period of absence. 8. The Agency must submit its bill to the UGC by 5th day of each month alongwith the proof of the required documents in respect of the deployed man-power. The payment will be made only on completion of the term and conditions of the Agreement. The Agency shall be solely liable for any violation of provisions of the said Acts or any other Act.
