Planning and Growth Management Director Courtney Barker clarified that Mr. Malone was agreeable with the costs required by the Police and Fire Departments. Acting City Manager Abbate advised staff would report back to Council once the various aspects were addressed including a site plan, memo of understanding that addressed responsibilities and costs, etc. North Brevard County Parks and Recreation Commission Director Terry Lane highlighted the few permits that were required by the County and the City for the event and that he would attend the upcoming Council meeting when the Space Coast State Fair was a scheduled agenda item. xxx Curt Leady felt that the objectives and work by the Citizens’ Budget Advisory Committee was misunderstood. He desired to come back at a future Council meeting where the Council would discuss the committee, to speak on its behalf. Mayor and Council Reports: Mayor James H. Tulley, Jr. Report – Mayor Tulley provided a written report. xxx xxx Mayor Tulley advised that he recently attended a Florida League of Cities legislative committee meeting on growth management. There, a legal matter regarding another Florida city’s bonding of public infrastructure based on a development project was discussed. He advised that he shared the information with the Legal Department upon his return. xxx Regarding the Space Coast Economic Development Commission (SEDC), Mayor Tulley advised that since there were not too many members in his opinion, he visited each of them personally to get their input on Council’s recent discussion of the organization. He wanted to get this input before Council discussed the SEDC at their future meetings. xxx North Brevard Commission on Parks & Recreation - Council Member Rita Pritchett - Member Pritchett advised that at the North Brevard Parks & Recreation meeting held on September 8, 2011, the Commission discussed an upcoming race at the Chain of Lakes Park with an incredible turnout of runners expected, and upcoming mullet festival, a state fair in the City in November, a crafts show at Fox Lake Park on November 19, 2011, and trees that were planted in the dog area at Marina Park.
xxx Student Advsiory Council - Council Member Rita Pritchett - Member Pritchett advised that at the Student Advisory meeting held on September 18, 2011, a new member was introduced and the students discussed and worked on a plan to hold a leadership seminar in 2012. She advised the members on the Student Advisory Council were very bright and enthusiastic about their projects. She would report back to Council with more details about the upcoming student leadership seminar as they were revealed. xxx City Manager’s Report – Acting City Manager submitted City Manager Mark Ryan’s report. xxx Establishment of City Council Workshops/Special Meetings – Four subjects were listed on the City Manager’s Report that Council previously expressed holding special meetings on. These were • Medicare Supplemental Insurance for Municipal Retirees • Planned Industrial Development Regulations • Riverfront Acquisition • Space Coast Economic Development Commission Acting City Manager Abbate advised that at the regular City council meeting on September 27, 2011 at 6:30 p.m., the Council authorized a special meeting on October 18, 2011 at 5:30 p.m. to discuss the Space Coast Economic Development Commission (SEDC). He requested whether the Council desired authorizing additional special meetings to discuss the remainder of these subjects. Mayor Tulley clarified that the employee benefits consulting firm of Bush Robinson was working on the Medicare issue and it would be wise to wait for their pending report. Vice-Mayor Johnson recommended combining the Planned Industrial Development Regulations and the SEDC at the previously scheduled meeting on October 18, 2011 at 5:30 p.m. Mayor Tulley summarized that Council seemed agreeable with Vice-Mayor Johnson’s recommendation. He also commented that there were many pressing issues and the opportunity to discuss the Riverfront Acquisition would have to wait until other issues were addressed. Member Pritchett recommended focusing on cost saving opportunities with Medicare supplemental insurance early in the process, not when the annual renewal was due to occur. xxx
