Planning and Growth Management Director Courtney Barker clarified that Mr. Malone
was agreeable with the costs required by the Police and Fire Departments.
Acting City Manager Abbate advised staff would report back to Council once the various
aspects were addressed including a site plan, memo of understanding that addressed
responsibilities and costs, etc.
North Brevard County Parks and Recreation Commission Director Terry Lane
highlighted the few permits that were required by the County and the City for the event
and that he would attend the upcoming Council meeting when the Space Coast State Fair
was a scheduled agenda item.

Curt Leady felt that the objectives and work by the Citizens’ Budget Advisory
Committee was misunderstood. He desired to come back at a future Council meeting
where the Council would discuss the committee, to speak on its behalf.

Mayor Tulley advised that he recently attended a Florida League of Cities legislative
committee meeting on growth management. There, a legal matter regarding another
Florida city’s bonding of public infrastructure based on a development project was
discussed. He advised that he shared the information with the Legal Department upon his
return.

Regarding the Space Coast Economic Development Commission (SEDC), Mayor Tulley
advised that since there were not too many members in his opinion, he visited each of
them personally to get their input on Council’s recent discussion of the organization. He
wanted to get this input before Council discussed the SEDC at their future meetings.

North Brevard Commission on Parks & Recreation - Council Member Rita Pritchett -
Member Pritchett advised that at the North Brevard Parks & Recreation meeting held on
September 8, 2011, the Commission discussed an upcoming race at the Chain of Lakes
Park with an incredible turnout of runners expected, and upcoming mullet festival, a state
fair in the City in November, a crafts show at Fox Lake Park on November 19, 2011, and
trees that were planted in the dog area at Marina Park.
