What is a <strong>Conservation</strong> <strong>Area</strong><br />

A conservation area is an area of particular<br />

architectural or historic value, the character<br />

or appearance of which it is desirable to<br />

preserve or enhance. As well as physical<br />

characteristics, the present and historic uses<br />

of the area are also important. Scotland has<br />

over 600 conservation areas, 48 of which are<br />

in Fife.<br />

It is the responsibility of the local authority<br />

to designate <strong>Conservation</strong> <strong>Area</strong>s and to<br />

actively manage them and Fife Council is<br />

keen to ensure that the quality of these areas<br />

is maintained for the benefit of present and<br />

future generations. Within a <strong>Conservation</strong><br />

<strong>Area</strong>, the local authority has additional control<br />

over demolition, trees and development. You<br />

Kirkcaldy <strong>Conservation</strong> <strong>Area</strong> <strong>Regeneration</strong><br />

<strong>Scheme</strong> is a partnership between Fife<br />

Council and Historic Scotland and runs until<br />

March 2014.<br />

What is CARS?<br />

The Kirkcaldy High Street <strong>Conservation</strong> <strong>Area</strong><br />

<strong>Regeneration</strong> <strong>Scheme</strong> (CARS) is an exciting £1<br />

million project to improve the town’s historic<br />

quarter, helping to secure a viable future for the<br />

town centre.<br />

Kirkcaldy High Street is contained within the<br />

Abbotsford and Central Kirkcaldy <strong>Conservation</strong><br />

<strong>Area</strong>, one of 48 <strong>Conservation</strong> <strong>Area</strong>s across Fife, all<br />

of which have particular architectural or historic<br />

value. The character of the town is shaped by<br />

the quality and diversity of its older buildings. In<br />

recent years, changes in the local economy have<br />

led to low levels of investment and many buildings<br />

have fallen into varying levels of disrepair and<br />

under use.<br />

Over the next 5 years, the CARS project will, by<br />

targeting certain individual and groups of historic<br />

buildings, seek to enhance the town’s historic<br />

character, making Kirkcaldy an even better place<br />

to live and visit. This will contribute not only to its<br />

physical regeneration but also deliver social and<br />

economic benefits.<br />

What will the project include?<br />

The CARS initiative will include:<br />

• the conservation and regeneration of individual and groups of<br />

historic buildingss<br />

• improvements to the public realm, e.g. enhancing the town’s<br />

closes and wynds<br />

• training opportunities for contractors, council staff and individuals<br />

• consultation with local people, as well as education work,<br />

publicity and awareness-raising for the <strong>Conservation</strong> <strong>Area</strong><br />

Are grants available under the CARS initiative?<br />

Private owners can apply for support under a small grant scheme to<br />

carry out sensitive repairs to historic buildings within the designated<br />

area. These grants are available for:<br />

• Bringing vacant historic floor space back into use<br />

• Repairs to historic buildings in use, including shop front<br />

improvements<br />

• Reinstatement of lost architectural detail<br />

Grants are available for approved<br />

repairs carried out using traditional<br />

materials and skills.<br />

Please note that eligibility for grant<br />

does not guarantee that a grant will<br />

be awarded. All grants are subject<br />

to the availability of limited funds<br />

and to each project meeting the<br />

terms and conditions of grant.<br />
