On behalf <strong>of</strong> the <strong>Kern</strong> <strong>County</strong> <strong>Consortium</strong> <strong>SELPA</strong>, welcome to the 2007/2008 school year!<br />
Each year this page is used to welcome and encourage you to participate in the many workshops,<br />
trainings, and experiences <strong>of</strong>fered to assist you in your growth as a new or returning parapr<strong>of</strong>essional,<br />
educator, or administrator. The following pages detail the many exciting <strong>of</strong>ferings available<br />
to you through the <strong>Kern</strong> <strong>County</strong> <strong>Consortium</strong> <strong>SELPA</strong>. These staff development opportunities can<br />
assist you in meeting the high expectations that you have set for yourself and your students.<br />
In addition to the scheduled activities listed on the following pages, district directed and requested<br />
workshops are available as well. A district may contact the <strong>SELPA</strong> <strong>of</strong>fice and arrange a<br />
topic specific to the needs <strong>of</strong> their staff. The <strong>Kern</strong> <strong>County</strong> <strong>Consortium</strong> <strong>SELPA</strong> strives to be forward<br />
thinking in <strong>of</strong>fering information and training in current topics <strong>of</strong> interest, as well as responsive to<br />
the immediate needs and requests <strong>of</strong> district personnel. We encourage you to draw upon the<br />
expertise <strong>of</strong> the <strong>SELPA</strong> Program Specialists when you have particular needs and questions.<br />

Registration Information<br />
The <strong>Kern</strong> <strong>County</strong> <strong>Consortium</strong> <strong>SELPA</strong> is pleased to <strong>of</strong>fer the following staff development training<br />
opportunities for the 2007-2008 academic year. Descriptive brochures and registration forms for<br />
each training will be distributed to district personnel, administrators, special education contact<br />
personnel, agencies and parents currently on our mailing lists.<br />

Legal Workshop for New Special Education Administrators - 2007<br />
Roles, responsibilities and information for administrators new to special education or<br />
those who need a refresher or those new to this <strong>SELPA</strong>. Watch for brochures and<br />
registration information.<br />
Independent Educational Evaluations<br />
This workshop will review the current regulations regarding Independent Educational<br />
Evaluations (IEE) and the implications for administrators. Participants will discuss the<br />
development <strong>of</strong> policies and procedures to process requests for Independent<br />
Educational Evaluations.<br />
Emergency Behavior Interventions<br />
This session will examine the regulations regarding the use <strong>of</strong> emergency behavior<br />
interventions, the timelines associated with notifications, and use <strong>of</strong> the Behavioral<br />
Emergency Report. Administrators will analyze the fidelity <strong>of</strong> current district systems<br />
used to manage behavior interventions.<br />

Community Advisory Committee<br />
The Community Advisory Committee (CAC) for the <strong>Kern</strong> <strong>County</strong> <strong>Consortium</strong> <strong>SELPA</strong> is composed <strong>of</strong><br />
parents, agency representatives, teachers and others from each school district who come together<br />
to learn more about special education and how they are able to be part <strong>of</strong> the “system”. This<br />
committee acts in an advisory capacity to the governing board <strong>of</strong> the <strong>SELPA</strong>.<br />
Each year there are several meetings on topics <strong>of</strong> interest. The meetings are open and each has a<br />
presentation and a discussion section. It is an opportunity to learn more about some <strong>of</strong> the<br />
requirements <strong>of</strong> special education and to meet other parents who have similar interests. There will<br />
be general meetings held in Bakersfield.<br />
All parents are encouraged to attend the CAC meetings in the Area Centers to discuss topics related<br />
to the Local Plan. Other topics including how services might be given to students that will<br />
allow greater contact with typical peers and classroom settings. Watch for a notice for your area.<br />

Statewide Assessment<br />
California’s Standardized Testing and Reporting (STAR) program requires that all students in grades<br />
2 though 11 participate in the CAT-6 or its equivalent each year. Students may take several other<br />
tests as part <strong>of</strong> the accountability model for the state.<br />
Students with disabilities can be appropriately included in statewide tests. Many students with<br />
disabilities may take tests under the same conditions as their nondisabled peers. Some students<br />
with disabilities should take tests with accommodations. A small number <strong>of</strong> students with significant<br />
disabilities will not be able to take the same tests as other students, but may take an alternate<br />
test (CAPA-California Alternate Performance Assessment). Preschool children who have<br />
Individualized Education Plans (IEP’s) will participate in the Desired Results Developmental<br />
Pr<strong>of</strong>ile (DRDP) assessment system.<br />

Behavior Intervention Case Manager (BICM)<br />
<strong>SELPA</strong> Certification Training<br />
DOES YOUR DISTRICT HAVE SOMEONE TRAINED AS A BICM?<br />
Every school district should have at least one individual who has the skills to develop legally<br />
defensible, compliant, positive behavior intervention plans that include recommending strategies<br />
and supervising interventions and revisions <strong>of</strong> the plan. The goal is one person at each site who is<br />
able to support teachers and students by providing both the required sections and the best<br />
practices <strong>of</strong> behavior plan interventions.<br />
The <strong>Kern</strong> <strong>County</strong> <strong>Consortium</strong> <strong>SELPA</strong> has developed a BICM certification plan. This training will be<br />
given once during the 2007-2008 school year. Successful completion <strong>of</strong> this rigorous training will<br />
lead to certification by the <strong>SELPA</strong> as a Behavior Intervention Case Manager (BICM).<br />
The workshop will equip participants to conduct baseline functional behavior assessments and<br />
behavior support plans, as well as the more intensive functional analysis assessments and behavior<br />
intervention plans required for students whose pervasive maladaptive behaviors require a more<br />
intensive approach.<br />
Participants will attend five half-day afternoon trainings. Training dates for 2007-2008 are as follows:<br />

Individuals seeking BICM certification should have thorough prior knowledge and experience in all<br />
special education processes and theories/methods <strong>of</strong> behavior change. The training and criteria<br />
for certification are rigorous. Certification will be awarded to participants who pass a final written<br />
exam and submit a comprehensive assessment portfolio.<br />

Crisis Prevention/Crisis Intervention<br />
HAS YOUR STAFF BEEN TRAINED TO HANDLE STUDENTS IN CRISIS?<br />
Nonviolent Crisis Intervention (NCI) is a <strong>SELPA</strong>-approved program for deescalating students who<br />
may present a danger to their own safety or the safety <strong>of</strong> others. Instruction is provided by a Crisis<br />
Prevention Institute (CPI)-trained instructor and includes both verbal and physical strategies for<br />
effective intervention.<br />
The program requires a three-day commitment: the first day <strong>of</strong> training focuses on the verbal and<br />
affective strategies that defuse problem behaviors before they spin out <strong>of</strong> control. The second day<br />
addresses principles <strong>of</strong> personal safety for staff and students, and the third day focuses on the use<br />
<strong>of</strong> safe and effective physical restraints when absolutely necessary. Participants must attend all<br />
three days to be considered for certification. These techniques are founded on a team approach,<br />
so school sites interested in having CPI-trained personnel should be prepared to send a minimum<br />
<strong>of</strong> three people per site. Classroom aides should be trained alongside the teachers with whom<br />
they work. The second and third days <strong>of</strong> this training are physically demanding; therefore, all<br />
participants should be physically fit.<br />
