SUBJECT: AWARD OF CONTRACT TO INGLEWOOD CITATION MANAGEMENT
SERVICES FOR PARKING CITATION MANAGEMENT AND
PROCESSING SERVICES
Background:
Norwalk has contracted with Inglewood Citation Management Services (ICMS) for
parking citation management and processing services since January 2008. ICMS has
consistently provided satisfactory service. The current contract is set to expire
December 31, 2012.
Services include receipt of electronically transferred and data entry of handwritten
citations into a web based system called AutoProcess, mailing of all reminder and
delinquent notices, phone and internet based payment processing, comprehensive
collection services including lien assignments with Department of Motor Vehicles and
Franchise Tax Board, and assignment to collections.
The AutoProcess system allows Public Safety staff a user friendly platform to assist the
public with parking citation inquiries, processing of appeals, and generating various
reports.
On October 4, 2012, the City issued a Request for Proposal for Citation Management
and Processing Services. A mandatory pre-proposal conference was held on October
18, 2012 to answer questions and provide additional information to prospective
proposers. Seven prospective proposers attended the pre-proposal conference. On
November 1, 2012, five proposals were received.
Proposal Evaluation:

Award of Contract – Parking Citation Management Services Page No. 2
The proposals were evaluated based on five categories; Technical Approach (20%),
Qualifications and Related Experience (20%), Project Staffing (20%), Proposal Content
(15%), Organization and Background (15%), and Pricing (10%). The overall ranking of
each proposer is as follows:
ICMS 99.33%
Data Ticket 98.66%
Cite Zone 94.33%
Phoenix Group Information Systems 89.66%
Turbo Data 87.33%
Based on the overall rankings, staff interviewed ICMS and Data Ticket. Each company
presented further information and details of their products, services, and overall
proposal.
While both companies demonstrated an ability to provide professional, effective, and
efficient parking citation management and processing services, ICMS proved to have far
superior services, system capabilities, layout, experience, and capability.
Additionally, ICMS introduced several system enhancements including multi-media
services which allow greater review of citation photos and documents related to citation
appeals, a program management tool for staff to evaluate the effectiveness of the
program, and improved message board for clients to request ad hoc reports, report
system issues/concerns, and receive notices from ICMS.
Each proposer’s presentation was rated based on similar criteria as was used to rate
the proposals. Overall, ICMS was rated as 95.44 and Data Ticket received a rating of
79.55.
Staff also contacted references provided by ICMS and Data Ticket. Each company
provided three reference contacts; staff was able to talk with all three of ICMS’s
references and only one of Data Ticket’s references. The following table provides a
summary of comments received.

Infrequent contact, on as needed basis
Responsive to issues and questions
Pricing:
The pricing structure proposed by each company is based on the volume of citations
issued annually. Services are invoiced monthly for the actual number of citations
processed at various stages of the citation life cycle. However, the methodology of how
each company categorizes billable services varies, making a side-by-side price
comparison difficult. ICMS price structure is a la carte, allowing the city to select the
services that best fit the City’s needs; Data Ticket’s price structure is set.
Based on processing services received and the number of citations processed at each
stage of the citation life cycle for the period of November 2011 through October 2012,
staff compiled a comparison of proposed pricing. The number of citations represented
below is a cross-section of two fiscal years, FY 2011/12 and FY 2012/13.
$49,157 for processing services, approximately 5% of citation revenue. The above
proposed estimated costs from ICMS and Data Ticket would be approximately 4% and
2%, respectively, of the citation revenue received in FY 2011/12.
Additionally, ICMS offers optional service enhancements that improve citation revenue
enhancements increase the likelihood that a citation will be paid instead of contested,
streamlines appeal procedures by receiving requests online, and provides a
service enhancement is also available a la carte, except that some services, as noted,
require multi-media services. Staff recommends taking advantage of all the services
