n New EU-wide “fairness” rules for financial regulation, tax<br />

coordination and corporate governance.<br />

n A consistent emphasis throughout on sustainability and the<br />

promotion of low-carbon transition.<br />

n A comprehensive EU Budget reform that makes EU aid conditional<br />

on policy reforms by member states and addresses the twin<br />

challenges of demography and globalisation with modern social<br />

policies to raise the quality of human capital, increase workforce<br />

participation and better integrate migrant and ethnic minority<br />

communities.<br />

This framework should acknowledge the need for differentiated<br />

approaches toward common goals given the EU’s increased diversity. This<br />

is a moment in the history of “Europe” as political project that will test the<br />

mettle of the EU’s leaders and challenge the principles of its raison d’etre.<br />

Ultimately, as the recent BRUEGEL memos to the new Commission<br />

illustrate, 3 it is a moment that demands strong leadership from José<br />

Manuel Barroso as the newly appointed President of the Commission and<br />

assuming Lisbon is ratified, the new President of the Council. It is, quite<br />

rightly, an “exceptionally difficult task”.<br />

A new capitalism now needs to be built and the EU should play a significant<br />

role in building it. <strong>The</strong> set of distinguished contributions that follows in<br />

this publication aims to sculpt this process, outlining its many obstacles<br />

but also its manifold opportunities.<br />
