To get an insight into the level of “missed opportunities,” that is, contacts between nonusers and<br />
health workers that were not utilized to motivate nonusers to adopt family planning, nonusers were<br />
asked whether they had visited a health facility in the 12 months preceding the survey. Those who had<br />
visited a health facility were further asked whether anyone at the facility had discussed family planning<br />
with them during the visit.<br />
Eight percent of women who visited a health facility in the past 12 months reported that someone<br />
at the facility had spoken to them about family planning. This contrasts with 27 percent who said that<br />
no one discussed family planning methods with them during their visit. By region, the level of “missed<br />
opportunities” was lowest in the Tigray Region. Women with secondary education or higher are more<br />
likely to have visited a health facility and discussed family planning with a provider than women with<br />
less education.<br />
5.16 DISCUSSION OF FAMILY PLANNING BETWEEN SPOUSES<br />
Spousal communication is an important intermediate step toward eventual adoption and use of<br />
contraceptive methods. It is also an indication of the acceptability of family planning. Table 5.21<br />
indicates that two-thirds of currently married women who know of a contraceptive method did not<br />
discuss family planning with their husband in the 12 months prior to the interview.<br />
Nearly one in five women had discussed family planning once or twice, while 15 percent said<br />
they had talked more often. Women in their twenties and thirties are relatively more likely to discuss<br />
family planning with their husband than women in their teens and in their forties. The aforementioned<br />
results could probably reflect some reticence among Ethiopian couples in discussing such matters openly,<br />
or lack of personal interest, or even hostility to the subject.<br />
