OC 520/17 : INDUSTRY GUIDANCE ON THE USE OF PALLETS AND RACKING SYSTEMS Health and Safety Executive OC 520/17 Field Operations Division To Factory Inspectors FCG Specialist Inspectors (Mech) INDUSTRY GUIDANCE ON THE USE OF PALLETS AND RACKING SYSTEMS IN TEMPERATURE-CONTROLLED WAREHOUSES This OC informs inspectors that a revision of the 1984 industry-produced guide to the safe use of pallets and pallet-converter sets in temperature-controlled warehouses has now been issued. The revision now covers racking systems in general. THE GUIDANCE 1 Guidance entitled The RFIC Guide to Safety in the Use of Pallets, Pallet Converters, Palletainers and Racking has been issued to file 520. It replaces the Notes for Guidance: Safety in the Use of Pallets and Pallet Convertersby the National Cold Storage Federation and the UK Association of Frozen Food Producers of 1984. (A pallet converter is a metal frame which fits onto a wooden pallet to enable crushable or unevenly shaped loads to be stacked.) 2 The ong>guidanceong> covers standards for the manufacture and use of timber pallets, pallet containers, palletainers and racking in temperature-controlled houses (cold and chill stores). It has been published by the Cold Storage and Distribution Federation on behalf of other members of the Refrigerated Food ong>Industryong> Confederation (RFIC) (the other members are the British Frozen Food Federation and the UK Association of Frozen Food Producers). The comments of the Food NIG and Scottish FCG have been included. 3 The ong>guidanceong> is not prescriptive, but leaves occupiers to assess their own risks and the precautions they need to adopt in their own circumstances. It gives ong>guidanceong> on good practice and sets out recommended precautions as a yardstick. The ong>guidanceong> may also assist users in selecting racking systems which meet the requirement of the PUWE Regulations, reg.5 (ie ".... suitability for the purpose for which it is used or provided"). <strong>pallets</strong> <strong>and</strong> pallet-c<strong>on</strong>verter sets <strong>in</strong> temperature-c<strong>on</strong>trolled wareho<strong>use</strong>s has now been issued. The<br />

revisi<strong>on</strong> now covers <strong>rack<strong>in</strong>g</strong> <strong>systems</strong> <strong>in</strong> general.<br />

THE GUIDANCE<br />

1 Guidance entitled The RFIC Guide to Safety <strong>in</strong> <strong>the</strong> Use <strong>of</strong> Pallets, Pallet C<strong>on</strong>verters,<br />

4 Inspectors should note that <strong>the</strong>re may be mechanical h<strong>and</strong>l<strong>in</strong>g problems if companies mix <strong>the</strong><br />

smaller Euro<strong>pallets</strong> (measur<strong>in</strong>g 1000mm x 800mm) with ord<strong>in</strong>ary UK <strong>pallets</strong> (1000mm x<br />

1200mm). Specifically, companies are advised to have <strong>systems</strong> to ensure <strong>the</strong>y do not put <strong>the</strong><br />

smaller <strong>pallets</strong> <strong>in</strong>to <strong>rack<strong>in</strong>g</strong> <strong>systems</strong> designed for UK <strong>pallets</strong> where <strong>the</strong>re could be <strong>the</strong> risk <strong>of</strong> <strong>the</strong>m<br />

fall<strong>in</strong>g from bearers, <strong>and</strong> vice versa, when <strong>the</strong> larger UK <strong>pallets</strong> might displace o<strong>the</strong>rs <strong>in</strong> a<br />

2-pallet-deep <strong>rack<strong>in</strong>g</strong> system designed for <strong>the</strong> Euro<strong>pallets</strong>. Frameworks or 'pallet-c<strong>on</strong>verter sets'<br />

have been attached to <strong>pallets</strong> to facilitate stack<strong>in</strong>g, examples are shown <strong>in</strong> <strong>the</strong> appendix.<br />

5 The 1984 <str<strong>on</strong>g>guidance</str<strong>on</strong>g> (see para 1) was not completely effective at prevent<strong>in</strong>g <strong>in</strong>cidents dur<strong>in</strong>g <strong>the</strong><br />

<strong>use</strong> <strong>of</strong> pallet c<strong>on</strong>verters. The NIG was aware <strong>of</strong> 8 <strong>in</strong>cidents <strong>of</strong> fatal <strong>and</strong> serious <strong>in</strong>jury from 1970<br />

to 1988 <strong>and</strong> hence commissi<strong>on</strong>ed a review from <strong>the</strong>ir FCG.<br />

6 They reported that usage <strong>of</strong> such pallet-c<strong>on</strong>verter <strong>systems</strong> had now markedly decreased with<br />

most stores adopt<strong>in</strong>g permanent <strong>rack<strong>in</strong>g</strong>.<br />

7 Where pallet-c<strong>on</strong>verter <strong>systems</strong> rema<strong>in</strong>ed <strong>in</strong> <strong>use</strong>, collapses were now rare. This was thought to<br />

be due to a comb<strong>in</strong>ati<strong>on</strong> <strong>of</strong>: fork-lift truck drivers be<strong>in</strong>g more experienced; regular <strong>in</strong>specti<strong>on</strong> <strong>and</strong><br />

repair; lower stacked heights; <strong>and</strong> improved designs <strong>and</strong> physical modificati<strong>on</strong>s.<br />

8 Physical modificati<strong>on</strong>s <strong>in</strong>cluded replac<strong>in</strong>g <strong>the</strong> 4 upper ties <strong>of</strong> a 4-piece c<strong>on</strong>verter set with a<br />

s<strong>in</strong>gle rigid top that fitted <strong>on</strong>to <strong>the</strong> legs which had been modified to create spigots. Such measures<br />

<strong>in</strong>creased stack stability which had hi<strong>the</strong>rto been <strong>the</strong> ma<strong>in</strong> problem. Some firms attempted <strong>the</strong><br />

same result by wedg<strong>in</strong>g <strong>the</strong> jo<strong>in</strong>ts <strong>on</strong> unc<strong>on</strong>verted 12-piece sets but this was less satisfactory <strong>in</strong><br />

usage. Twelve-piece sets are formed by 4 uprights with 4 tie pieces at <strong>the</strong>ir top level <strong>and</strong> 4 tie<br />

pieces at <strong>the</strong>ir bottom level.<br />

9 Only <strong>on</strong>e company (Palletower) apparently still sells new complete sets <strong>and</strong> <strong>the</strong>ir current design<br />

has 6 pieces: us<strong>in</strong>g <strong>on</strong>e-piece bases <strong>and</strong> tops, <strong>and</strong> 4 spigot fitt<strong>in</strong>g legs to achieve stack stability.<br />

The o<strong>the</strong>r companies now supply replacement parts to <strong>the</strong> older <strong>systems</strong> <strong>on</strong>ly. The RFIC <str<strong>on</strong>g>guidance</str<strong>on</strong>g><br />

provides fur<strong>the</strong>r explanati<strong>on</strong> <strong>of</strong> <strong>the</strong>se sets <strong>and</strong>, <strong>in</strong> particular, <strong>the</strong> illustrati<strong>on</strong>s <strong>on</strong> page 11 are<br />

reproduced <strong>in</strong> <strong>the</strong> appendix.<br />

10 The revised <str<strong>on</strong>g>guidance</str<strong>on</strong>g> now covers appropriate aspects <strong>of</strong> ma<strong>in</strong>tenance, driver care <strong>and</strong> design<br />

<strong>and</strong> so NIG M<strong>in</strong>ute 21/1990/06 which was issued to supplement <strong>the</strong> 1984 <str<strong>on</strong>g>guidance</str<strong>on</strong>g> is no l<strong>on</strong>ger<br />

relevant. However, <strong>in</strong>spectors may wish to ensure that particular attenti<strong>on</strong> is paid to <strong>the</strong> po<strong>in</strong>ts<br />

made <strong>in</strong> <strong>the</strong> Scottish FCG review (paras 5-8) when <strong>in</strong>spect<strong>in</strong>g pallet-c<strong>on</strong>verter <strong>systems</strong>.<br />
