Urban Green <strong>Space</strong> Task Force<br />

B.14 The Urban Green <strong>Space</strong> Tasks Force was set up in January 2001 to<br />

advise the Government on its proposals for improving the quality of<br />

urban parks, play areas and green spaces and take forward the open<br />

space proposals outlined in the Urban White Paper “Our Towns and<br />

Cities: the future”. Its objective is to create green spaces which are<br />

safe, accessible and sustainable and which cater for everyone. The<br />

use of innovative partnership working is encouraged. The Task Force<br />

recognises the importance of working with local communities to<br />

ensure high quality design and maintenance of these areas.<br />

B.15 The Final Task Force Report “Green <strong>Space</strong>s, Better Places” was<br />

published in May 2002 together with its sister document “Improving<br />

Urban Parks, Play Areas and Green <strong>Space</strong>s”. Whilst the report<br />

emphasises a comprehensive and integrated approach towards open<br />

space several of the recommendations relating to management and<br />

resources are applicable to allotments and open spaces with an<br />

element of outdoor sports provision.<br />

B.16 The report recommends long term strategies for managing supply and<br />

demand of open space in order to meet continuing social and<br />

demographic change. Furthermore, open space and recreation<br />

should occupy a more prominent role within wider corporate strategies<br />

to support community needs such as safety, health and services for<br />

children and young people, elderly people and those who are<br />

disadvantaged.<br />

B.17 The work of the Task Force also includes consideration of more<br />

integrated approaches to planning, designing, managing and<br />

maintaining green spaces, linking these to community strategies, local<br />

development plans, cultural strategies and area plans. It has<br />

researched the potential for improved partnerships and the creation of<br />

good practice networks to improve current practice.<br />

Sports Policy and Strategy<br />

B.18 Sport England is the agency responsible for advising the Government<br />

on sports matters. It also acts as a statutory consultee on certain<br />

developments relating to sports pitches. In addition it is responsible<br />

for distributing several sources of funding and fostering:<br />

♦ Promotion of social justice in sport;<br />

♦ Increased sports participation;<br />

♦ Development of community sports programmes and facilities; and<br />

♦ Appropriate planning for sport and recreation.<br />
