B. NATIONAL, REGIONAL AND LOCAL FRAMEWORK<br />
INTRODUCTION<br />
B.1 National, regional and local strategies and initiatives provide a<br />
framework to influence the development of an <strong>Open</strong> <strong>Space</strong> <strong>Study</strong>.<br />
Sport, open spaces and recreation all contribute to people’s quality of<br />
life and consequently cross a number of national and local<br />
government competences including; planning, leisure and recreation,<br />
health, education and crime. Table 2.1 illustrates the relationship of<br />
the Strategy process to other guidance, strategies and initiatives. The<br />
Companion Guide accompanying PPG17 recommends that open<br />
space assessments consider the implications of national, regional and<br />
local strategies in order to ensure that the multifunctional role of open<br />
space is recognised within the assessment. The implications of the<br />
relevant strategies relating to the District are considered below.<br />
NATIONAL POLICY<br />
Urban White Paper<br />
B.2 In November 2000 the Government published its Urban White Paper<br />
“Our towns and cities: the future - Delivering an urban renaissance”.<br />
The White Paper recognises that well managed public open spaces<br />
improve the attractiveness of urban areas and help to promote a<br />
healthier lifestyle. It also highlights the need for improvements in their<br />
management and maintenance.<br />
B.3 The White Paper identifies the need for more imaginative thinking<br />
about open space planning and design and proposes three key areas<br />
of action:<br />
♦ Development of a shared vision for the future of our parks, play<br />
areas and open spaces;<br />
♦ Improved information on the quality and quantity of parks and<br />
open spaces and the way in which they are used and maintained;<br />
♦ Improved planning and design of new parks, play areas and<br />
public spaces and the management and maintenance of existing<br />
ones.<br />
