Other projects utilized similar approaches to illustrate their project and schedule<br />

timelines. These schedules, or graphical representations of the schedule, can take on many forms<br />

and shapes so there is no one style that fits every project.<br />

Overall Master Program Schedule<br />

The development of the geographic schedule as a timeline communication piece would not have<br />

evolved had it not been for our master program schedule that is a very important part of<br />

managing our entire program. (FIGURE 5 Interstate MAX Overall Summary Schedule.) This is a<br />

2-page summary schedule of the overall schedule which contains 1,300+ activities and currently<br />

prints out onto 23 pages in a full detailed report. The master schedule was developed using a<br />

sophisticated scheduling package called Primavera Project Planner and has an established work<br />

breakdown structure, as well as other criteria based on our various contract packages, for<br />

monitoring and reporting purposes.<br />

The technical specifications portion of our contract documents require contractors to<br />

submit a 90-day plan, baseline schedule, and monthly schedule updates utilizing the same<br />

scheduling platform TriMet uses for the master schedule. This is helpful in overall management<br />

and review of the project schedules for our light rail projects.<br />

The master schedule is updated monthly and a report is distributed to project staff.<br />

milestone summary reports are also produced and reported regularly to the FTA, and project<br />

management oversight committee, during their monthly and quarterly project reviews. While<br />

many staffers and top-level managers are not always concerned with the various details of the<br />

CPM, they are aware that the detail is there and having the details and logic correctly applied<br />

keeps our project team focused on managing our work efficiently to meet our project milestones.<br />

in our monthly and quarterly project reviews and reports.<br />

Interstate MAX Light Rail Major Project Elements<br />

The overall Interstate MAX light rail design and construction program budget is $350 million.<br />

Of this amount, $280 million are for design and construction. The light rail extension is 5.8 mi in<br />

length. It includes 4.4 mi of in-street work, a 3,850 ft light rail only structure, systems elements<br />

compatible with existing light rail operations, expansion of the existing central control facility,<br />

and a minimum of 17 new light rail vehicles (LRVs).<br />

Major contracts include:<br />

• LRV Procurement: $55 million, 17 low-floor vehicles, exercising an option to<br />

purchase 10 additional cars. Compatibility with TriMet’s existing fleet of 78 LRVs, and existing<br />

TES and train to wayside signaling systems.<br />

• New Satellite Operations Facility, Ruby Junction South: Construction including yard<br />

and track expansion and test track construction: $15 million.<br />

• Rose Quarter to North Argyle (10A/B): Includes in-street civil and utility<br />

construction, 4.4-mi in-street track construction. $100 million Interstate MAX interconnects with<br />

the existing Banfield (Eastside), and Westside–Hillsboro Lines near the Rose Quarter, then heads<br />

north on Interstate Avenue for 4.4 mi. The contract includes special track work, signalization,
