Transmission line from Intermountain Power Facility (IPF) at Delta, Utah to<br />
Gonder station in eastern central Nevada<br />
A 144-mile 230 kV transmission line from the 230 kV IPF station to the<br />
Mt. Wheeler Power Cooperative’s Gonder 230 kV station. The IPF 230 kV<br />
station is connected to the IPF 345 kV station through a 300 MVA regulating<br />
transformer. The IPF 345 and 230 kV stations are in the Los Angeles<br />
Department of Water and Power (LADWP) control area, while the Gonder<br />
230 kV station is in the Sierra Pacific Power Company’s control area.<br />
East to West: 200 MW (non-simultaneous)<br />
Studies to determine the simultaneous rating of this line with the Pavant-<br />
Gonder 230 kV line are presently on-going.<br />
The non-simultaneous rating is based on the rule-of-thumb criterion of<br />
30 degree power angle difference between the sending and the receiving end,<br />
and on N-0 load flow studies.<br />
When: The 200 MW bidirectional non-simultaneous rating was established in 1987,<br />
when the IPF was first put into service. This rating has been documented in<br />
the WECC Operations Committee’s Non-Simultaneous Transfer Capability<br />
Diagram as well as in the NERC Form OE-411, Item 5A reportings.<br />

The non-simultaneous rating is based on the rule-of-thumb criterion of<br />
30 degree power angle difference between the sending and the receiving end,<br />

WECC Reliability Criteria for System Design. (The applicable WECC<br />
reliability criteria at that time.)<br />
For disturbances where both of the IPF-Mona 345 kV lines are tripped, a<br />
transfer trip protection trips the IPF-Gonder 230 kV line.<br />
There is an established energization/synchronization procedure for the line to<br />
control overvoltage conditions on the line. The IPF 230/345 kV regulating<br />
transformer (ULTC) is under the LADWP SCADA system.<br />
The following utilities have entitlements on this line:<br />
LDWP, Anaheim, Riverside, Pasadena, Burbank and Glendale.<br />
At the maximum flow conditions, the transfer capability of the line is<br />
sensitive to the flows on the Pavant-Gonder 230 kV line. Simultaneous flow<br />
capability of these two lines at the Gonder station cut-plane is presently under<br />
going a study.<br />
