Intermountain Power Project DC Line Accepted Rating Existing Rating Other Location: Definition: Transfer Limit: Critical Disturbance that limits the transfer capability: When: Line from Intermountain station in central Utah to Adelanto station in southern California (IPPDC) The IPPDC line is a ±500 kV DC bipole system. Power flow on the DC line is measured at the Intermountain end. Intermountain to Adelanto (NE-SW): 2400 MW Adelanto to Intermountain (SW-NE): 1400 MW Loss of the IPPDC bipole line. The non-simultaneous transfer rating was established by the Joint WECC Peer Review Group and Western Arizona Transmission Systems (WATS) Task Force. The WATS Task Force was comprised of members from the following companies: Arizona Public Service Company El Paso Electric Company DOE-Western Area Power Administration Imperial Irrigation District Los Angeles Department of Water and Power Nevada Power Company Public Service Company of New Mexico Salt River Project San Diego Gas and Electric Company Southern California Edison Company Southern California Public Power Authority Tucson Electric Power Company The Accepted Rating for NE-SW transfer of 2400MW was established in the LADWP sponsored Path 27 Project studies conducted within a WECC review Group that led to approval of the Accepted Rating Report. By the WECC PCC Chair’s letter dated October 03, 2007, Path 27 Upgrade Rating was granted Phase III status. The Existing Rating for SW-NE transfer of 1400MW was established in conjunction with the DOE Form IE-411 reporting in 1989. System Conditions: The Accepted Rating for NE-SW transfer was studied under 2008 Heavy Summer conditions with all lines in service and would be applicable year round. The Existing Rating for SW-NE transfer is dependent on the AC ties to the Utah system. The Intermountain-Mona 345 kV line transfer limitation is 1400 MW line thermal rating based on N-1 contingency, i.e., one of the Intermountain-Mona 345 kV lines being out. Study Criteria: • NERC/WECC Transmission Planning Reliability Criteria. Remedial Actions Required: The Intermountain Power Project (IPP) Contingency Arming System (CAS) has been implemented to mitigate IPPDC disturbances by monitoring realtime power flows and arming to trip the required amount of IPP generating units and Milford wind generation. Formal Operating Procedure: The IPP CAS consists of arming charts where real-time power output of the IPP generating units, the Milford wind generation along with the IPPDC line flows are used to select the no-unit, one-unit or two-unit tripping of the IPP generation units along with the tripping of Milford wind generation. The IPP CAS and associated operating procedures are included with the LDWP’s Energy Control Center Energy Management System (ECC-EMS) computers.
