holding rights on the path. Additions or changes to the WECC <strong>Path</strong> <strong>Rating</strong> <strong>Catalog</strong> will be<br />
solicited, compiled, and distributed by the WECC staff prior to January 1 st for review and<br />
comment by the Technical Studies Subcommittee. Members having any concerns with the<br />
content of a proposed submittal shall seek resolution with the member making the submittal. If<br />
resolution is not reached prior to the publication of the document, the member’s concerns should<br />
be outlined in the appropriate narrative section submitted by the submitting member.<br />
WECC Procedures<br />
Prior to August 1991, project ratings for new facilities were defined using the Annual Progress<br />
Reporting Procedure. In August 1991, the Notification Procedure for Changes in Facility<br />
<strong>Rating</strong>s and/or Operating Procedures was adopted for documenting up-rates in existing<br />
facilities. This augmented the Annual Progress Reporting Procedure. In November of 1992, the<br />
Policies and Procedures for <strong>Rating</strong> Transmission Facilities was adopted which added a formal<br />
review process for checking the proposed non-simultaneous rating and simultaneous operating<br />
problems of the new or existing path being rated. In November of 1993, the Interim Procedures<br />
for Regional Planning Project Review and <strong>Rating</strong> Transmission Facilities were adopted to<br />
address issues related to Regional Transmission Planning. This new procedure incorporated into<br />
it the Policies and Procedures for <strong>Rating</strong> Transmission Facilities of November 1992. The final<br />
version, called Procedures for Regional Planning Project Review and <strong>Rating</strong> Transmission<br />
Facilities, was approved in March 1995.<br />
In March of 1996, the procedures were further enhanced and are included in the WECC<br />
Procedures for Regional Planning Project Review and <strong>Rating</strong> Transmission Facilities. In March<br />
of 2000 the TSS revised the introduction for clarity. This change included improved procedures<br />
for adding (removing) paths to (from) the <strong>Catalog</strong>. In August 2004 the TSS revised the <strong>Path</strong><br />
<strong>Rating</strong> <strong>Catalog</strong> document update policy to include procedures for making minor changes to path<br />
ratings. In March 2005, the WECC Procedures for Regional Planning Project Review, Project<br />
<strong>Rating</strong> Review, and Progress Reports were adopted to address issues related to recent changes in<br />
the electric power industry. Additionally, in April 2005 the TSS revised the <strong>Path</strong> <strong>Rating</strong> <strong>Catalog</strong><br />
to include metering points on path descriptions.<br />
Explanation of <strong>Rating</strong> Categories as Used in this <strong>Catalog</strong><br />
• Accepted <strong>Rating</strong> A project rating that has been reviewed and accepted by WECC<br />
members. This rating is granted by WECC at the conclusion of<br />
reviewed planning studies and will be the rating of the project when it<br />
is put in service, if it is built per specification. This is a comprehensive<br />
rating including both the simultaneous and non-simultaneous transfer<br />

• Existing <strong>Rating</strong> Transmission path ratings that were known and used in operation as of<br />
January 1, 1994. (Reference: Procedures for Regional Planning<br />
Project Review and <strong>Rating</strong> Transmission Facilities.)<br />
• Other A transmission path rating, either proposed or planned, that is not an<br />
accepted or existing rating.<br />
