NERC/WECC Reliability Criteria For Transmission System Planning<br />

A remedial action scheme is required to achieve the 2250 MW west to east<br />

transfer capability simultaneous with high Hells Canyon generation (IPC-2<br />

Automatic Reduction of Hells Canyon Generation).<br />

Under certain generation and load conditions, 3400 MW Idaho to Northwest<br />

transfer simultaneous with heavy Northwest to California transfers may cause<br />

overloading of the Midpoint 500/345 kV transformer and/or the Midpoint<br />

and/or Burns 500 kV series capacitors. During these conditions, one-half of<br />

the Burns (or Midpoint) series capacitor can be bypassed to reduce loading<br />

but it results in reduced Bridger West/Borah West capacity.<br />

The transfer capability of the path is allocated among the interconnections as<br />

follows:<br />

Original Idaho-Northwest Transfer Capability:<br />

• 2400 MW East to West:<br />

1587 MW IPC - PAC interconnection<br />

413 MW IPC - BPA interconnection<br />

400 MW IPC - AVA interconnection<br />

• 1200 MW West to East:<br />

350 MW BPA - IPC interconnection<br />

400-510 MW PAC - IPC interconnection<br />

340-450 MW AVA - IPC interconnection<br />

For the 1200 MW west-to-east, the sum of the PAC and AVA allocation<br />

cannot be greater 850 MW (Seasonal Allocations: Spring – AVA 400 MW<br />

and PAC 450 MW, Summer – AVA 340 MW and PAC 510 MW, and Winter<br />

– AVA 450 MW and PAC 400 MW).<br />

Hemingway-Boardman 500 kV Transfer Capability:<br />

• 1000 MW East to West:<br />
