When:<br />

The Hemingway-Boardman (B2H) Transmission Project’s plan of service is<br />

to construct a 300 mile 500 kV transmission line from Hemingway station in<br />

southwestern Idaho to the Boardman Power Plant in northeastern Oregon.<br />

The Hemingway-Boardman Transmission Project projected in-service date is<br />

no earlier than 2018.<br />

A Hemingway-Boardman Transmission Project Comprehensive Progress<br />

Report (Phase I) was released for comment in November 2008 and Phase II<br />

status was granted in March 2009. In August 2012, Idaho Power submitted<br />

the Idaho-Northwest Up-rate, Hemingway-Boardman 500 kV Transmission<br />

Project Phase II Report to WECC and was granted Phase 3 status on<br />

November 29, 2012 with an Accepted <strong>Rating</strong> of 2250 MW west-to-east and<br />

3400 MW east-to-west.<br />

System<br />

Conditions:<br />

The 2250 MW west-to-east (import) transfer rating with the Hemingway-<br />

Boardman 500 kV project was studied with high hydro conditions in the<br />

Northwest with low to moderate eastern thermal resources.<br />

The 3400 MW east-to-west (export) transfer rating with the Hemingway-<br />

Boardman 500 kV project was studied with light load conditions in Idaho<br />

with heavy eastern thermal resources, and moderate generation on the<br />

remaining hydro plants in Idaho. East-to-west studies were performed with<br />

and without the Gateway West project.<br />
