Idaho to Northwest with Hemingway-Boardman 500 kV Accepted Rating Existing Rating Other Location: Southwest Idaho and Eastern Oregon/Washington and Northern Idaho Definition: Sum of the flows on the following lines: Line: Metered End Hemingway-Boardman 500 kV Boardman Hemingway-Summer Lake 500 kV Hemingway Imnaha-Lolo 230 kV Imnaha Hells Canyon-Hurricane 230 kV Hurricane North Powder-LaGrande 230 kV LaGrande Hines-Harney 115 kV Harney Transfer Limit: West-to-East: 2250 MW East-to-West: 3400 MW (with Gateway West Project) Critical Disturbance that limits the transfer capability: West-to-East: Thermal overloads on the Imnaha-Lolo section of the Oxbow- Lolo 230 kV line and/or the Hells Canyon-Brownlee 230 kV line for the loss of the Hemingway-Boardman 500 kV line. East-to-West: Thermal overload on the Burns 500 kV series capacitor in the Hemingway-Summer Lake 500 kV line for the loss of the Hemingway- Boardman 500 kV line. When: The Hemingway-Boardman (B2H) Transmission Project’s plan of service is to construct a 300 mile 500 kV transmission line from Hemingway station in southwestern Idaho to the Boardman Power Plant in northeastern Oregon. The Hemingway-Boardman Transmission Project projected in-service date is no earlier than 2018. A Hemingway-Boardman Transmission Project Comprehensive Progress Report (Phase I) was released for comment in November 2008 and Phase II status was granted in March 2009. In August 2012, Idaho Power submitted the Idaho-Northwest Up-rate, Hemingway-Boardman 500 kV Transmission Project Phase II Report to WECC and was granted Phase 3 status on November 29, 2012 with an Accepted Rating of 2250 MW west-to-east and 3400 MW east-to-west. System Conditions: The 2250 MW west-to-east (import) transfer rating with the Hemingway- Boardman 500 kV project was studied with high hydro conditions in the Northwest with low to moderate eastern thermal resources. The 3400 MW east-to-west (export) transfer rating with the Hemingway- Boardman 500 kV project was studied with light load conditions in Idaho with heavy eastern thermal resources, and moderate generation on the remaining hydro plants in Idaho. East-to-west studies were performed with and without the Gateway West project. PART VI Item 1-250
January 2013 Study Criteria: Remedial Actions Required: Formal Operating Procedure: Allocation: Interaction w/Other Transfer Paths: NERC/WECC Reliability Criteria For Transmission System Planning A remedial action scheme is required to achieve the 2250 MW west to east transfer capability simultaneous with high Hells Canyon generation (IPC-2 Automatic Reduction of Hells Canyon Generation). Under certain generation and load conditions, 3400 MW Idaho to Northwest transfer simultaneous with heavy Northwest to California transfers may cause overloading of the Midpoint 500/345 kV transformer and/or the Midpoint and/or Burns 500 kV series capacitors. During these conditions, one-half of the Burns (or Midpoint) series capacitor can be bypassed to reduce loading but it results in reduced Bridger West/Borah West capacity. The transfer capability of the path is allocated among the interconnections as follows: Original Idaho-Northwest Transfer Capability: • 2400 MW East to West: 1587 MW IPC - PAC interconnection 413 MW IPC - BPA interconnection 400 MW IPC - AVA interconnection • 1200 MW West to East: 350 MW BPA - IPC interconnection 400-510 MW PAC - IPC interconnection 340-450 MW AVA - IPC interconnection For the 1200 MW west-to-east, the sum of the PAC and AVA allocation cannot be greater 850 MW (Seasonal Allocations: Spring – AVA 400 MW and PAC 450 MW, Summer – AVA 340 MW and PAC 510 MW, and Winter – AVA 450 MW and PAC 400 MW).
