North to South:<br />

System intact:<br />

• Series capacitor loading within normal continuous rating on the<br />

PG&E’s South-of-Tesla lines.<br />

Single contingency outage conditions: (bipole outage)<br />

• VAR margin of 300 MVAR (subsequently changed to 400 MVAR)<br />

and minimum 500 kV voltage of 480 kV in PG&E’s system for posttransient<br />

conditions.<br />

• General WECC reliability criteria.<br />

South to North:<br />

System intact:<br />

• Series capacitor loading within normal continuous rating on the<br />

PG&E’s South-of-Tesla lines.<br />

Single contingency outage conditions: (bipole outage)<br />

• With minimum operating voltage profile in Idaho & Northwest areas,<br />

VAR margin of 250 MVAR at Idaho’s critical bus (generally<br />

Midpoint, Borah or Kinport) for post-transient conditions.<br />

• Series capacitor loading within emergency thermal rating on the<br />

PG&E’s South-of-Tesla lines.<br />

• WECC reliability criteria. (8/11/87 version)<br />

North to South:<br />

Generator dropping in the Northwest, and series capacitor fast insertion on<br />

the Pacific Intertie AC lines are remedial actions used for partial and full loss<br />

of the PDCI intertie. Mechanically switched capacitors (MSC) have been<br />

installed in the Northwest and COI systems for post-transient voltage support<br />

for loss of the 3100 MW PDCI bipole system.<br />

South to North:<br />

Load dropping remedial action scheme in the Northwest is implemented for<br />

loss of the 3100 MW PDCI bipole system. The Northwest and COI MSCs<br />

will also be activated for post-transient voltage support.<br />

North to South:<br />

Arming of the generation dropping is performed by Northwest (BPA) by<br />

monitoring the actual power flow on the DC line and the available generation<br />

for dropping.<br />

South to North:<br />

Load-dropping in the Northwest is implemented. PDCI power flow<br />

monitoring and load dropping arming is performed by the Northwest (BPA).<br />

The percentage ownership and scheduling allocations of the line is as follows:<br />
