overload for loss of the Falcon-Gonder 345 kV line.<br />

A comprehensive progress report was accepted on August 27, 1999. A Phase<br />

II report was approved by the PCC chairman on 12/19/00.<br />

East to west transfers were studied on light winter and heavy summer<br />

conditions. West to east transfers were studied on heavy summer conditions.<br />

Both WECC and Sierra Pacific reliability criteria were used in the<br />

comprehensive progress report and the Phase II report.<br />

None.<br />

Mt. Wheeler is allocated 40 MW during the summer and 22 MW during the<br />

winter on the Gonder-Pavant 230 kV line.<br />
