reych und regiment greyffe.” 80 Lu<strong>the</strong>r insists th<strong>at</strong> faith is an act <strong>of</strong> God alone; over this<br />

internal kingdom <strong>of</strong> <strong>the</strong> soul God rules with his Word alone, without <strong>the</strong> medi<strong>at</strong>ion <strong>of</strong> <strong>the</strong><br />

external sword <strong>of</strong> temporal authority. 81 Lu<strong>the</strong>r, crucially, also restricts <strong>the</strong> authority <strong>of</strong><br />

spiritual government in favour <strong>of</strong> divine authority over <strong>the</strong> soul, calling <strong>the</strong> government<br />

(“regiment”) <strong>of</strong> priests and bishops “nicht eyn uberkeytt odder gewallt, sondern ein dienst<br />

und ampt.” 82 Lu<strong>the</strong>r formul<strong>at</strong>ed his dialectical “two-kingdoms <strong>the</strong>ory” (as it is <strong>of</strong>ten<br />

called) when <strong>the</strong>re existed <strong>at</strong> least a nominal institutional separ<strong>at</strong>ion between temporal<br />

(kings, princes and emperors) and spiritual authority (bishops and popes). A half a<br />

century l<strong>at</strong>er, Weigel worried th<strong>at</strong> <strong>the</strong> reordering <strong>of</strong> <strong>the</strong> Saxon st<strong>at</strong>e in his own time<br />

confounded God and Caesar entirely and concluded th<strong>at</strong> such a church could no longer be<br />

God’s church: Weigel classed both <strong>the</strong> Lu<strong>the</strong>ran Church and <strong>the</strong> Obrigkeit in Saxony on<br />

<strong>the</strong> side <strong>of</strong> Caesar and dismissed <strong>the</strong>m both as lacking authority in m<strong>at</strong>ters <strong>of</strong> faith.<br />

Making Decisions and Making Meaning<br />

Dismissing <strong>the</strong> guidance <strong>of</strong> <strong>the</strong> Church’s authority in religious m<strong>at</strong>ters, however,<br />

contributed little to solving <strong>the</strong> dilemma discussed <strong>at</strong> <strong>the</strong> beginning <strong>of</strong> this introduction,<br />
