Physical & Financial Performance:
a. As regards physical progress, out of total 305 road works measuring 3,630 km
of length sanctioned, State has completed 246 road works measuring 2,718 km
of length (74.89%) till January, 2013, as reported by the State.
b. As regards financial progress, out of total value of projects amounting to
Rs.733 crore sanctioned, an amount of Rs.427 crore has been released and an
amount of Rs.422 crore has been utilized (98.79%) by the State till January,
2013, as reported by the State.
c. The Physical and Financial Progress is given at Annexure-I.
3. A brief review of the scheme in respect of the State of Nagaland and the shortcomings
noticed are given at Annexure-II.
4. Under PMGSY, State is required to earmark separate fund for maintenance of assets
created under the Scheme. It has been observed that the State has not credited due
maintenance fund during the last two years. The details of maintenance funds due, credited
to SRRDA and expenditure during last two years is given at Annexure-III.
5. Online Monitoring:
Online management, monitoring and accounting of the programme is one of the
important objective envisaged in the PMGSY guidelines, for which the web-based system
OMMAS was launched in 2002. The State is required to keep the data updated as only an
output of OMMAS generated and duly signed accounts are to be accepted for the financial
year 2012-13.
Implementation Issues of Nagaland
Annexure-II
(i) Completion of Roads: As against 305 no. of road works including bridges
sanctioned till January, 2013, 59 roads are yet to be constructed. SRRDA is required to
take urgent steps to send the completion plan indicating the probable time frame for
completion of these roads.
(ii) Quality Control:
(a) Second tier Quality Control Mechanism: Against 29 inspections of completed
road works by State Quality Monitors during November, 2010 to January, 2013, in
34.48% cases quality of works has been found unsatisfactory for which immediate
corrective action is required. Similarly, against 23 inspections of ongoing road
works during this period, in 26.09% cases quality of works has been found
unsatisfactory.
(b) As 52 no. of inspections carried out by SQM, during November, 2010 to
January, 2013, 520 digital photographs should have been uploaded in public domain
against which only 250 photographs (till July, 2012, August, 2012 to January, 2013
figures not available) uploaded, which is below the expected number. While taking
digital photographs, at least one photograph of field laboratory needs to be taken and
if any shortcoming of test equipment is found in the laboratory, the concerned
contractor should be asked to arrange remaining equipment to make it effective.
(c) Under the 2 nd tier of Quality Control, during the period November, 2010 to July,
2012 only 33 inspections have been carried out by SQMs against 30 inspections
required, as roads should have been inspected once during earth work, once during
construction and once on completion. (August, 2012 to January, 2013 figures not
available)
(d) Third tier Quality Control Mechanism: During NQM inspections carried out
during November, 2010 to January, 2013, a high percentage i.e. 80% of completed
works were found unsatisfactory. Similarly, inspections carried out during this
period for ongoing road works, in 60% cases quality of works has been found
unsatisfactory. Therefore, SRRDA needs to take corrective action and ensure that
the quality of the roads constructed is of high standards as envisaged under the
programme.
