<strong>Name</strong> <strong>of</strong> <strong>the</strong> <strong>Scheme</strong>: <strong>PMGSY</strong><br />

<strong>STATE</strong>: <strong>NAGALAND</strong><br />

1. Introduction:<br />

Pradhan Mantri Gram Sadak Yojana (<strong>PMGSY</strong>) was launched on 25 th December, 2000<br />

with <strong>the</strong> objective <strong>of</strong> providing All-wea<strong>the</strong>r roads (with necessary culverts and crossdrainage<br />

structures, which is operable throughout <strong>the</strong> year), to <strong>the</strong> eligible unconnected<br />

habitations in <strong>the</strong> rural areas. The Programme envisages connecting all habitations having<br />

population <strong>of</strong> 500 persons and above (as per 2001 census) in plain areas and in respect <strong>of</strong><br />

<strong>the</strong> Hill States (North-East, Sikkim, Himachal Pradesh, Jammu & Kashmir and<br />

Uttarakhand), Desert areas (as identified in <strong>the</strong> Desert Development Programme) <strong>the</strong> Tribal<br />

(Schedule V) areas and in <strong>the</strong> Selected Tribal and Backward Districts under Integrated<br />

Action Plan (IAP) as identified by Ministry <strong>of</strong> Home Affairs / Planning Commission,<br />

having population <strong>of</strong> 250 persons and above (as per 2001 census). In addition, it also has an<br />

element <strong>of</strong> upgradation, though it is not central to <strong>the</strong> Programme.<br />

2. Implementation <strong>of</strong> <strong>PMGSY</strong> in <strong>the</strong> State <strong>of</strong> Nagaland:<br />

Physical & Financial Performance:<br />

a. As regards physical progress, out <strong>of</strong> total 305 road works measuring 3,630 km<br />

<strong>of</strong> length sanctioned, State has completed 246 road works measuring 2,718 km<br />

<strong>of</strong> length (74.89%) till January, 2013, as reported by <strong>the</strong> State.<br />

b. As regards financial progress, out <strong>of</strong> total value <strong>of</strong> projects amounting to<br />

Rs.733 crore sanctioned, an amount <strong>of</strong> Rs.427 crore has been released and an<br />

amount <strong>of</strong> Rs.422 crore has been utilized (98.79%) by <strong>the</strong> State till January,<br />

2013, as reported by <strong>the</strong> State.<br />

c. The Physical and Financial Progress is given at Annexure-I.<br />

3. A brief review <strong>of</strong> <strong>the</strong> scheme in respect <strong>of</strong> <strong>the</strong> State <strong>of</strong> Nagaland and <strong>the</strong> shortcomings<br />

noticed are given at Annexure-II.<br />

4. Under <strong>PMGSY</strong>, State is required to earmark separate fund for maintenance <strong>of</strong> assets<br />

created under <strong>the</strong> <strong>Scheme</strong>. It has been observed that <strong>the</strong> State has not credited due<br />

maintenance fund during <strong>the</strong> last two years. The details <strong>of</strong> maintenance funds due, credited<br />

to SRRDA and expenditure during last two years is given at Annexure-III.<br />

5. Online Monitoring:<br />

Online management, monitoring and accounting <strong>of</strong> <strong>the</strong> programme is one <strong>of</strong> <strong>the</strong><br />

important objective envisaged in <strong>the</strong> <strong>PMGSY</strong> guidelines, for which <strong>the</strong> web-based system<br />

OMMAS was launched in 2002. The State is required to keep <strong>the</strong> data updated as only an<br />

output <strong>of</strong> OMMAS generated and duly signed accounts are to be accepted for <strong>the</strong> financial<br />

year 2012-13.


Implementation Issues <strong>of</strong> Nagaland<br />

(i) Completion <strong>of</strong> Roads: As against 305 no. <strong>of</strong> road works including bridges<br />

sanctioned till January, 2013, 59 roads are yet to be constructed. SRRDA is required to<br />

take urgent steps to send <strong>the</strong> completion plan indicating <strong>the</strong> probable time frame for<br />

completion <strong>of</strong> <strong>the</strong>se roads.<br />

(ii) Quality Control:<br />

(a) Second tier Quality Control Mechanism: Against 29 inspections <strong>of</strong> completed<br />

road works by State Quality Monitors during November, 2010 to January, 2013, in<br />

34.48% cases quality <strong>of</strong> works has been found unsatisfactory for which immediate<br />

corrective action is required. Similarly, against 23 inspections <strong>of</strong> ongoing road<br />

works during this period, in 26.09% cases quality <strong>of</strong> works has been found<br />

unsatisfactory.<br />

(b) As 52 no. <strong>of</strong> inspections carried out by SQM, during November, 2010 to<br />

January, 2013, 520 digital photographs should have been uploaded in public domain<br />

against which only 250 photographs (till July, 2012, August, 2012 to January, 2013<br />

figures not available) uploaded, which is below <strong>the</strong> expected number. While taking<br />

digital photographs, at least one photograph <strong>of</strong> field laboratory needs to be taken and<br />

if any shortcoming <strong>of</strong> test equipment is found in <strong>the</strong> laboratory, <strong>the</strong> concerned<br />

contractor should be asked to arrange remaining equipment to make it effective.<br />

(c) Under <strong>the</strong> 2 nd tier <strong>of</strong> Quality Control, during <strong>the</strong> period November, 2010 to July,<br />

2012 only 33 inspections have been carried out by SQMs against 30 inspections<br />

required, as roads should have been inspected once during earth work, once during<br />

construction and once on completion. (August, 2012 to January, 2013 figures not<br />

available)<br />

(d) Third tier Quality Control Mechanism: During NQM inspections carried out<br />

during November, 2010 to January, 2013, a high percentage i.e. 80% <strong>of</strong> completed<br />

works were found unsatisfactory. Similarly, inspections carried out during this<br />

period for ongoing road works, in 60% cases quality <strong>of</strong> works has been found<br />

unsatisfactory. Therefore, SRRDA needs to take corrective action and ensure that<br />

<strong>the</strong> quality <strong>of</strong> <strong>the</strong> roads constructed is <strong>of</strong> high standards as envisaged under <strong>the</strong><br />

programme.<br />
