In May 2004, Germany was the first EU Member State to nom<strong>in</strong>ate a comprehensive set<br />

<strong>of</strong> 10 Natura 2000 mar<strong>in</strong>e sites to the European Commission, cover<strong>in</strong>g 31.5% <strong>of</strong> its <strong>of</strong>fshore<br />

EEZs <strong>in</strong> the Baltic <strong>and</strong> North Sea (Kraus et al. 2006) (Figure 15). The pr<strong>in</strong>cipal objective <strong>of</strong> sites<br />

selected as part <strong>of</strong> Natura 2000 is to protect biodiversity <strong>and</strong> achieve or ma<strong>in</strong>ta<strong>in</strong> a ‘favourable<br />

conservation status’ <strong>of</strong> habitats <strong>and</strong> species named <strong>in</strong> the EU Birds <strong>and</strong> Habitats directives <strong>and</strong> to<br />

contribute to the implementation <strong>of</strong> the 1992 UN Convention on Biological Diversity. Several <strong>of</strong><br />

the conservation areas overlapped with commercial fish<strong>in</strong>g <strong>in</strong>terests. To exam<strong>in</strong>e the extent <strong>of</strong><br />

potential conflicts between fish<strong>in</strong>g activities <strong>and</strong> nature conservation objectives, Pedersen et al.<br />

(2008) <strong>in</strong>tegrated habitat <strong>classifications</strong>, vessel monitor<strong>in</strong>g data classified by gear type <strong>and</strong><br />

exist<strong>in</strong>g MPA boundaries to support development <strong>of</strong> fishery-management plans for each Natura<br />

2000 (Figure 15). In the German EEZ, only two benthic habitat types, s<strong>and</strong>banks <strong>and</strong> reefs, have<br />

been relevant to the designation process <strong>of</strong> Natura 2000 mar<strong>in</strong>e sites. S<strong>and</strong>banks <strong>and</strong> reefs<br />

perform several important ecological functions, such as <strong>of</strong>fer<strong>in</strong>g protection for rare <strong>and</strong><br />

threatened species, support<strong>in</strong>g unique communities <strong>and</strong> provid<strong>in</strong>g breed<strong>in</strong>g, nursery, feed<strong>in</strong>g, <strong>and</strong><br />

rest<strong>in</strong>g habitats for mar<strong>in</strong>e organism (listed <strong>in</strong> Pedersen et al. 2008). In addition to benthic habitat<br />

<strong>in</strong>formation, fishers behavior was classified <strong>and</strong> mapped us<strong>in</strong>g data from a vessel monitor<strong>in</strong>g<br />

system (VMS). With<strong>in</strong> European seas, fish<strong>in</strong>g vessels >15 m length are required to operate a<br />

satellite-based VMS provid<strong>in</strong>g detailed <strong>in</strong>formation on where fish<strong>in</strong>g vessels operate (every 1-2<br />

hours) <strong>and</strong> effort <strong>and</strong> gear used that can then be l<strong>in</strong>ked to reported catch data. Effort was<br />

classified by boat <strong>and</strong> gear type for registered vessels from Belgium, Denmark, Estonia,<br />

Germany, Latvia, the Netherl<strong>and</strong>s, Pol<strong>and</strong>, Sweden, <strong>and</strong> the United K<strong>in</strong>gdom. Trawlers with<br />

trawl<strong>in</strong>g speeds <strong>of</strong> 5-7 knots (eng<strong>in</strong>e power > 221 kW) were classified as large beam trawlers,<br />

mostly target<strong>in</strong>g sole <strong>and</strong> plaice. Small beam trawlers (≤ 221 kW) known as “Eurocutters”,<br />
