<strong>1.10</strong>.4.3 Massachusetts Ocean Plan<br />

The State <strong>of</strong> Massachusetts directed by The Massachusetts Oceans Act <strong>of</strong> 2008 has<br />

developed a comprehensive mar<strong>in</strong>e spatial management plan to serve as the basis for the<br />

protection <strong>and</strong> susta<strong>in</strong>able use <strong>of</strong> the State’s ocean <strong>and</strong> <strong>coastal</strong> waters (Massachusetts Ocean<br />

Management Plan, 2009). The ocean plan addresses four goals: 1.) balance <strong>and</strong> protect the<br />

natural, social, cultural, historic, <strong>and</strong> economic <strong>in</strong>terests <strong>of</strong> the mar<strong>in</strong>e ecosystem through<br />

<strong>in</strong>tegrated management; 2.) recognize <strong>and</strong> protect biodiversity, ecosystem health, <strong>and</strong> the<br />

<strong>in</strong>terdependence <strong>of</strong> ecosystems; 3.) support wise use <strong>of</strong> mar<strong>in</strong>e resources, <strong>in</strong>clud<strong>in</strong>g renewable<br />

energy, susta<strong>in</strong>able uses, <strong>and</strong> <strong>in</strong>frastructure; <strong>and</strong> 4.) <strong>in</strong>corporate new knowledge as the basis for<br />

management that adapts over time to address chang<strong>in</strong>g social, technological, <strong>and</strong> environmental<br />

conditions (Massachusetts Ocean Management Plan, 2009). The ocean plan established three<br />

categories <strong>of</strong> management area: 1.) Prohibited, 2.) Regional Energy, <strong>and</strong> 3.) Multi-Use. The<br />

Prohibited Area is a specific area where most uses, activities <strong>and</strong> facilities are expressly<br />

prohibited by the Ocean Sanctuaries Act, as amended by the Oceans Act. Renewable Energy<br />

Areas are places specifically designated for commercial w<strong>in</strong>d energy facilities, <strong>in</strong> recognition <strong>of</strong><br />

the need to provide opportunity for renewable energy generation at a mean<strong>in</strong>gful scale, but to do<br />

so with careful regard for potential environmental impacts. The Multi-use Area is the rema<strong>in</strong>der<br />

(<strong>and</strong> majority) <strong>of</strong> the ocean plann<strong>in</strong>g area, where uses, activities <strong>and</strong> facilities allowed by the<br />

Ocean Sanctuaries Act are managed based on sit<strong>in</strong>g <strong>and</strong> performance st<strong>and</strong>ards (associated with<br />

specific mapped resources <strong>and</strong> uses) that direct development away from high value resources <strong>and</strong><br />

concentrations <strong>of</strong> exist<strong>in</strong>g water-dependent uses.<br />
