general use zone to a no-take preservation zone (Figure 9).<br />

In the Baltic Sea region <strong>of</strong> northern Europe, the BALANCE project (Baltic Sea<br />

Management – Nature Conservation <strong>and</strong> Susta<strong>in</strong>able Development <strong>of</strong> the Ecosystem through<br />

Spatial Plann<strong>in</strong>g) for the Baltic Sea MSP <strong>in</strong>itiative states that coherent ecological <strong>in</strong>formation is<br />

<strong>in</strong>cluded as a basic layer along with human use <strong>and</strong> activities, <strong>and</strong> thus helps to m<strong>in</strong>imize the<br />

impact on the environment (BALANCE, 2008). The BALANCE project recognizes that no<br />

mar<strong>in</strong>e zon<strong>in</strong>g or spatial plann<strong>in</strong>g should be done on a “blue background” or with a simple<br />

navigational chart for guidance. Instead, bathymetry <strong>and</strong> biotope maps should be considered as<br />

the “aerial photographs <strong>of</strong> the sea”.<br />

<strong>1.10</strong>.4.1 Mar<strong>in</strong>e Spatial Plann<strong>in</strong>g <strong>in</strong> the Baltic<br />

The Baltic Sea supports many human uses <strong>in</strong>clud<strong>in</strong>g commercial <strong>and</strong> leisure activities<br />

such as dredg<strong>in</strong>g, fisheries, tourism, <strong>coastal</strong> development plac<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>g pressures on<br />

vulnerable mar<strong>in</strong>e habitats <strong>and</strong> resources. To resolve resource conflicts <strong>and</strong> address the lack <strong>of</strong><br />

<strong>in</strong>tegrated management plann<strong>in</strong>g, an ecosystem-based approach to management, based on<br />

transnational spatial plann<strong>in</strong>g is be<strong>in</strong>g implemented. An EC funded project BALANCE (Baltic<br />

Sea Management – Nature Conservation <strong>and</strong> Susta<strong>in</strong>able Development <strong>of</strong> the Ecosystem through<br />

Spatial Plann<strong>in</strong>g) developed a pilot zon<strong>in</strong>g plan for the densely populated <strong>coastal</strong> areas near<br />

Stockholm <strong>in</strong> Sweden. The area is important for navigational <strong>and</strong> recreational activities, near<br />

shore fish<strong>in</strong>g, s<strong>and</strong> extraction activities <strong>and</strong> <strong>of</strong>fshore w<strong>in</strong>d-farms. The objective <strong>of</strong> the draft<br />

zon<strong>in</strong>g map was primarily to document present uses <strong>and</strong> regulations <strong>in</strong> a spatially explicit format,<br />
