Ecosystem-based management (EBM) <strong>and</strong> <strong>in</strong>tegrated mar<strong>in</strong>e spatial<br />
plann<strong>in</strong>g (MSP) have recently emerged as strategic priorities for<br />
many natural resource stewardship agencies around the world, with<br />
the overall objective <strong>of</strong> manag<strong>in</strong>g diverse mar<strong>in</strong>e uses <strong>in</strong> a<br />
comprehensive <strong>and</strong> susta<strong>in</strong>able way us<strong>in</strong>g a holistic <strong>and</strong> spatiallyexplicit<br />
framework (Douvere <strong>and</strong> Ehler 2009).<br />
OSPAR (Commission for the Protection <strong>of</strong> the Mar<strong>in</strong>e Environment<br />
<strong>of</strong> the Northeast Atlantic) def<strong>in</strong>es ecosystem-based management as:<br />
“The comprehensive <strong>in</strong>tegrated management <strong>of</strong> human activities<br />
based on the best available scientific knowledge about the<br />
ecosystem <strong>and</strong> its dynamics, <strong>in</strong> order to identify <strong>and</strong> take action on<br />
<strong>in</strong>fluences which are critical to the health <strong>of</strong> mar<strong>in</strong>e ecosystems,<br />
thereby achiev<strong>in</strong>g susta<strong>in</strong>able use <strong>of</strong> goods <strong>and</strong> services <strong>and</strong><br />
ma<strong>in</strong>tenance <strong>of</strong> ecosystem <strong>in</strong>tegrity”.<br />
NOAA def<strong>in</strong>es an ecosystem approach to management (EAM) as:<br />
“A geographically specified, adaptive approach that takes account <strong>of</strong><br />
ecosystem knowledge <strong>and</strong> uncerta<strong>in</strong>ties, considers multiple external<br />
<strong>in</strong>fluences, <strong>and</strong> strives to balance diverse societal objectives”.<br />
The UK government def<strong>in</strong>es the purpose <strong>of</strong> MSP as:<br />
“The creation <strong>of</strong> a strategic mar<strong>in</strong>e plann<strong>in</strong>g system that will clarify<br />
mar<strong>in</strong>e objectives <strong>and</strong> priorities for the future, <strong>and</strong> direct decisionmakers<br />
<strong>and</strong> users towards more efficient, susta<strong>in</strong>able use <strong>and</strong><br />
protection <strong>of</strong> mar<strong>in</strong>e resources” (Defra, 2007).<br />
