6.Italy<br />

The Italian strategy<br />

Italy uses two methods for MSW treatment: L<str<strong>on</strong>g>and</str<strong>on</strong>g>filling <str<strong>on</strong>g>and</str<strong>on</strong>g> separate collecti<strong>on</strong> of <strong>waste</strong>. This<br />

strategy has made Italy’s regi<strong>on</strong>s to define instruments with which the mixed <strong>waste</strong> stream will be<br />

diverted from L<str<strong>on</strong>g>and</str<strong>on</strong>g>filling which is c<strong>on</strong>sidered to be the worst scenario for <strong>waste</strong> management<br />

nowadays. Separate collecti<strong>on</strong>, especially of biodegradable fracti<strong>on</strong>s of municipal <strong>waste</strong> but also of<br />

packaging <strong>waste</strong>, plays the most important role. Though there are differences in <strong>waste</strong> management<br />

strategies between different regi<strong>on</strong>s in Italy. For example the northern regi<strong>on</strong>s focus more <strong>on</strong><br />

composting <str<strong>on</strong>g>and</str<strong>on</strong>g> incinerati<strong>on</strong> while the southern regi<strong>on</strong>s use more mechanical biological treatment<br />

(MBT process). A nati<strong>on</strong>al target is set for every regi<strong>on</strong> (which has to be achieved) <str<strong>on</strong>g>and</str<strong>on</strong>g> refers to the<br />

quantity of <strong>waste</strong> that has been diverted from l<str<strong>on</strong>g>and</str<strong>on</strong>g>filling. These targets have been defined in<br />

kilograms per inhabitant in order to improve m<strong>on</strong>itoring at the local level. Italy has reached a target<br />

of (50% diversi<strong>on</strong> from l<str<strong>on</strong>g>and</str<strong>on</strong>g>filling in 2006) something that keeps evolving. There is, however, a<br />

c<strong>on</strong>siderable difference between the performance of the northern regi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> the southern <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

central regi<strong>on</strong>s a fact that has to do with the plan that each regi<strong>on</strong> follows, Socioec<strong>on</strong>omic<br />

6.1. Waste management situati<strong>on</strong><br />

Italy has traditi<strong>on</strong>ally l<str<strong>on</strong>g>and</str<strong>on</strong>g>filled most of its <strong>waste</strong>, although schemes for<br />

recovering materials such as wood <str<strong>on</strong>g>and</str<strong>on</strong>g> paper have been rooted in society, Italy<br />

still l<str<strong>on</strong>g>and</str<strong>on</strong>g>filled 82 % of its BMW in 1995. Although Italy could have got a<br />

derogati<strong>on</strong> period from the L<str<strong>on</strong>g>and</str<strong>on</strong>g>fill Directive's targets <strong>on</strong> l<str<strong>on</strong>g>and</str<strong>on</strong>g>filling BMW it<br />

decided not to do so. BMW generati<strong>on</strong> increased by 20 % until 2005, which<br />

makes it more difficult to meet the L<str<strong>on</strong>g>and</str<strong>on</strong>g>fill Directive targets, as they are based<br />

<strong>on</strong> the reference year 1995. The increase may partly result from ec<strong>on</strong>omic<br />

growth <str<strong>on</strong>g>and</str<strong>on</strong>g> improved <strong>waste</strong> statistics. (EEA Report No 7/.,2009)
