‣ Efforts will be made to restructure the l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill sector;<br />

‣ Rate-setting for l<str<strong>on</strong>g>and</str<strong>on</strong>g>filling <str<strong>on</strong>g>and</str<strong>on</strong>g> incinerati<strong>on</strong> will be brought into<br />

line with the preferred sequence for <strong>waste</strong> management.<br />

‣ If the functi<strong>on</strong> of a <strong>waste</strong> management company no l<strong>on</strong>ger fully<br />

accords with the policy objectives of the authority owning the<br />

company, steps must be taken to avoid a c<strong>on</strong>flict of interests;<br />

‣ The <strong>waste</strong> sector must endeavor to achieve an optimum effect<br />

from certificati<strong>on</strong> by joining up with European developments in<br />

this regard (EMAS);<br />

‣ Attenti<strong>on</strong> to optimizing licensing <str<strong>on</strong>g>and</str<strong>on</strong>g> implementati<strong>on</strong> schemes,<br />

e.g. via a license <strong>on</strong> essentials <str<strong>on</strong>g>and</str<strong>on</strong>g> collecti<strong>on</strong> licenses with<br />

nati<strong>on</strong>wide coverage.<br />

‣ The following <strong>waste</strong> has to be separated by c<strong>on</strong>sumers: <strong>organic</strong><br />

<strong>household</strong> <strong>waste</strong>, paper <str<strong>on</strong>g>and</str<strong>on</strong>g> board, glass, textiles, white <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

brown <str<strong>on</strong>g>good</str<strong>on</strong>g>s, minor chemical <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> comp<strong>on</strong>ents from<br />

bulky <strong>household</strong> <strong>waste</strong> (such as bulky garden <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>household</strong> c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> demoliti<strong>on</strong> <strong>waste</strong>, including<br />

impregnated wood).<br />

‣ The sub-streams tin, plastic <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> drink cart<strong>on</strong>s do not<br />

have to be separated at the source. Tin is separated for recycling<br />

at the <strong>waste</strong> incinerati<strong>on</strong> plant either from the residual <strong>waste</strong><br />

before incinerati<strong>on</strong> or from the incinerati<strong>on</strong> residues after<br />

incinerati<strong>on</strong>. Plastic <str<strong>on</strong>g>and</str<strong>on</strong>g> drink cart<strong>on</strong>s are generally
