10. Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s<br />

The Dutch Strategy<br />

The present <strong>waste</strong> management strategy for the Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s has its main foundati<strong>on</strong> in the 1988-1991.<br />

The publicati<strong>on</strong> of the ‘Memor<str<strong>on</strong>g>and</str<strong>on</strong>g>um <strong>on</strong> preventi<strong>on</strong>’, the producer resp<strong>on</strong>sibility introducti<strong>on</strong>, the<br />

creati<strong>on</strong> of the <strong>waste</strong> c<strong>on</strong>sultati<strong>on</strong> body, etc comprise some of the meters taken for preventing <strong>waste</strong><br />

from l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill. A number of <strong>waste</strong> accidents <str<strong>on</strong>g>and</str<strong>on</strong>g> researchs forced the government to create a new<br />

management programme.<br />

The policy now focuses <strong>on</strong> preventing the generati<strong>on</strong> of <strong>waste</strong> at source , When preventi<strong>on</strong> cannot occur<br />

then recycling of <strong>waste</strong> is the sec<strong>on</strong>d choice. Finally materials that cannot be recycled should be treated<br />

in such a way that there w<strong>on</strong>’t be additi<strong>on</strong>al envir<strong>on</strong>mental negative impacts. According to ‘L<str<strong>on</strong>g>and</str<strong>on</strong>g>sink<br />

Ladder’ ( named after the pers<strong>on</strong> who proposed it) , preventi<strong>on</strong> st<str<strong>on</strong>g>and</str<strong>on</strong>g>s as the most preferred opti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill as the last opti<strong>on</strong> for <strong>waste</strong> management. The ‘L<str<strong>on</strong>g>and</str<strong>on</strong>g>sink Ladder’ is presented at the figure below.<br />
