Meet <str<strong>on</strong>g>and</str<strong>on</strong>g> exceed the L<str<strong>on</strong>g>and</str<strong>on</strong>g>fill Directive diversi<strong>on</strong> targets for<br />

biodegradable municipal <strong>waste</strong> in 2010, 2013 <str<strong>on</strong>g>and</str<strong>on</strong>g> 2020;<br />

Increase diversi<strong>on</strong> from l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill of n<strong>on</strong>-municipal <strong>waste</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

secure better integrati<strong>on</strong> of treatment for municipal <str<strong>on</strong>g>and</str<strong>on</strong>g> n<strong>on</strong>municipal<br />

<strong>waste</strong>;<br />

Secure the investment in infrastructure needed to divert <strong>waste</strong><br />

from l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill <str<strong>on</strong>g>and</str<strong>on</strong>g> for the management of hazardous <strong>waste</strong>; <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Get the most envir<strong>on</strong>mental benefit from that investment,<br />

through increased recycling of resources <str<strong>on</strong>g>and</str<strong>on</strong>g> recovery of energy<br />

from residual <strong>waste</strong> using a mix of technologies.(Defra.,2009)<br />

The basic target is to reduce the amount of <strong>household</strong> <strong>waste</strong> not re-used,<br />

recycled or composted from over 22.2 milli<strong>on</strong> t<strong>on</strong>s in 2000 by 29% to 15.8<br />

milli<strong>on</strong> t<strong>on</strong>s in 2010 with an aspirati<strong>on</strong> to reduce it to 12.2 milli<strong>on</strong> t<strong>on</strong>s in 2020 –<br />

a reducti<strong>on</strong> of 45%. This is equivalent to a fall of 50% per pers<strong>on</strong> (from 450 kg<br />

per pers<strong>on</strong> in 2000 to 225 kg in 2020). (Defra.,2009)<br />

Higher nati<strong>on</strong>al targets than in 2000 have been set for:<br />

Recycling <str<strong>on</strong>g>and</str<strong>on</strong>g> composting of <strong>household</strong> <strong>waste</strong> – at least 40% by<br />

2010, 45% by 2015 <str<strong>on</strong>g>and</str<strong>on</strong>g> 50% by 2020; <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Recovery of municipal <strong>waste</strong> – 53% by 2010, 67% by 2015 <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

75% by 2020.<br />

Because lower levels of <strong>waste</strong> growth are expected than when the c<strong>on</strong>sultati<strong>on</strong><br />

document was published, meeting these targets implies lower levels of residual<br />

<strong>waste</strong> than were previously assumed. The Government will review the targets<br />

for 2015 <str<strong>on</strong>g>and</str<strong>on</strong>g> 2020 in the light of progress to 2010 <str<strong>on</strong>g>and</str<strong>on</strong>g> future forecasts, to see if<br />

they can be even more ambitious. The Government will be setting a new<br />

nati<strong>on</strong>al target for the reducti<strong>on</strong> of commercial <str<strong>on</strong>g>and</str<strong>on</strong>g> industrial <strong>waste</strong> going to<br />

l<str<strong>on</strong>g>and</str<strong>on</strong>g>fill. On the basis of the policies set out in Waste Strategy for Engl<str<strong>on</strong>g>and</str<strong>on</strong>g> 2007,<br />

levels of commercial <str<strong>on</strong>g>and</str<strong>on</strong>g> industrial <strong>waste</strong> l<str<strong>on</strong>g>and</str<strong>on</strong>g>filled are expected to have fallen<br />

by 20% by 2010 compared to 2004.
